- NASA/GRC has a requirement for High Temperature CVI-SMI Sic/Sic CMC Panels. A quantity of three (3) 6-inch x 9-inch x 0.08-inch thick laminated flat panels will be fabricated using 8 plies each of woven Hi-Nicalon Type-S (5-Harness Satin Weave). A quantity of one (1) 6-inch x 9-inch x 0.12-inch thick laminated flat panels will be fabricated using 12 plies each of woven Hi-Nicalon Type-S (5-Harness Satin Weave). The CMCs shall use high performance Nicalon Type-S fibers, with the laminated panels fabricated using 8 or 12 plies of woven Hi-Nicalon Type-S fabric (5-Harness Satin Weave; for the 0.08 inch and 0.12 inch thick panels, respectively). The CMC panels shall form into a state-of-the art high volume fraction woven fiber architecture fabric preforms and then be tooled and processed with a CVI-derived boron nitride (BN) fiber coating (preferably 0.5 microns in thickness) to ensure high strength and toughness. The fiber coating and peroxidation process shall also be incorporated to enhance the final CMC performance (reducing some free Carbon at the fiber interface). The coated preforms will be subsequently rigidized with CVI SiC and then consolidated using a reactive slurry silicon melt infiltration process. The panels shall have a final theoretical density ratio of 90%, and fiber volume fraction of 36%, after the combined chemical vapor infiltration (CVI) and melt-infiltration (MI) processing to achieve the CMC high temperature performance. NASA/GRC intends to purchase the items from Rolls-Royce High Temperature Composites Inc. 5730Katella Ave., Cypress, CA 90730, these items are for a continuation of the NASA Environmentally Responsible Aviation Project (ERA) and the Transformational Tools and Technologies Project (TTT), using the same manufacturer will allow for continuity with the research that is being done. The Government intends to acquire a commercial item using FAR Part 12. The Sole Source is under the authority of FAR Reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 10, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
