- Notice of Intent to Sole Source Notice of Intent to Award a Sole Source Contract The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a Firm-Fixed-Priced Contract to a single source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS ESM Software Group, Inc. is the only known source with the capability of meeting the DTRA's Strategic Planning Office’s stringent requirements for the Automated Strategy Management Tool known as the Executive Strategy Manager (ESM). The primary objective of this effort is the continued operation of ESM and associated Subject Matter Expert (SME) support critical for the satisfaction of both the DTRA Strategic Plan and Congressionally-mandated requirements for the on-going operation, maintenance, upgrading and implementation of the licensed proprietary software known as “The Executive Strategy Manager (ESM) Automated Strategic Planning and Performance Data Management and Visualization Tool” and associated Subject Matter Expertise (SME) support. The estimated period of performance for this requirement is 19 September 2016 through 20 March 2021. Interested parties have 10 calendar days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 10 calendar days, or without the required information, will be considered nonresponsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement is solely within the discretion of the Government. Responses to this notice must be received NOON on June 14, 2016. Responses must include your business name, point of contact, address, and telephone number with area code.
