Description
Amendment 0002. The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate an Invitation for Bid (IFB) for the procurement of one welded steel deck barge to serve the U.S. Army Corps of Engineers, Louisville District. The barge will be used for wicket operations at the Olmsted Locks & Dam. The primary function of the wicket lifter barge will be to raise and lower wickets utilizing a crane which will be provided to the Contractor as Government Furnished Equipment (GFE) for installation on the barge. The barge will also utilize a secondary maintenance crane which will also be provided as GFE for installation on the barge. The barge shall be built to and classified by ABS for "Maltese Cross ✠A-1 Barge, Maltese Cross ✠AMS, CRC, for Service on Rivers and Intracoastal Waterways for use as a Government Floating Crane". A contract level design for the barge will be provided as part of the forthcoming Solicitation. Principle Dimensions for the barge are as follows: LOA - 110'-6" Beam - 60'-0" Depth - 8'-6" The barge shall have a deckhouse with crew support area, machine shop, and generator room. A small control house will be located on top of the deckhouse. The barge electrical system shall be supported by two generators rated approximately 200-300 kW and one rated at approximately 75-100 kW. Spuds shall be provided and will be operated by spud hoisting winches. Winches for barge positioning, anchoring, and wicket hoisting shall also be provided. A deck anti-icing system shall be provided for all exterior decks. Delivery and final acceptance will be to Olmsted Locks & Dam (between Illinois and Kentucky about 17 miles upstream from the confluence of the Ohio and Mississippi rivers). There will be liquidated damages associated with this procurement. Bid guarantee, payment, and performance bonding will be required. The NAICS code is 336611 and the size standard is 1250 employees. This procurement is 100% set-aside for small business. The acquisition will be procured using the procedures listed in FAR part 14. The Invitation for Bid W912BU-16-B-0015 is issued on 20 May 2016 with a bid opening date of on or about 22 June 2016 at 1400 hours EST. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this IFB is the web. Contractors may download the IFB (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. All offers shall be delivered to the U.S. Army Corps of Engineers, Philadelphia District, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, Attn: Justin Chung.
