- CORPORATE MICHAEL J. CRESCENZ DEPARTMENT OF VETERANS AFFAIRS MEDICAL CENTER LOCATED AT UNIVERISTY AND WOODLAND AVE IN PHILADELPHIA IS SEEKING A QUALIFIED SERVICE DISABLE VETERANS OWNED SMALL BUSINESS (SDVOSB) ARCHITECT/ ENGINEER (A/E) FIRM TO PROVIDE THE INVESTIGATIVE SURVEY AND VERIFICATION OF AS-BUILT CONDITIONS REQUIRED TO FULLY DEVELOP CONSTRUCTION DOCUMENTS FOR THE COMPLETE RENOVATION OF AN EXISTING AREA IN BUILDING 1 TO HOUSE (8) EIGHT ON CALL ROOMS EACH WITH A PRIVATE BATHROOM AND SHOWER. AS PART OF THIS PROJECT THE A/E SHALL BE REQUIRED TO ASSESS AREAS ON THE 4TH, 5TH, AND 6TH FLOORS TO DETERMINE THE BEST POSSIBLE LOCATION TO HOUSE THE SQUARE FOOTAGE REQUIRED FOR THE EIGHT ON CALL ROOMS. IN ADDITION, THE PLANNING AND DESIGN SHALL INCLUDE THE UPGRADE OF THE HVAC TO ALLOW FOR INDIVIDUAL CONTROLS IN EACH SLEEPING ROOM. THE TOTAL AREA TO BE ASSESSED IS APPROXIMATELY 5,150 SQUARE FEET. THE A/E SHALL DEVELOP PHASING PLANS FOR THE PROJECT WHICK WILL TAKE INTO CONSICERATION THE MOVING OF ANY EXISTING SERVICES CURRENTLY UTILIZING THE AREA SELECTED FOR THE ON CALL ROOM SPACE. THE A/E FIRM WILL BE REQUIRED TO COLLABORATE WITH THE DEPARTMENT OF VETERANS AFFAIRS STAFF TO DETERMINE STRUCTURAL, ARCHITECTURAL, INFECTION CONTROL, MECHANICAL, ELECTRICAL AND PLUMBING DESIGN REQUIREMENTS. CONSTRUCTION ESTIMATES OF CONTRACT TIME AND COST WILL BE REQUIRED AT EACH PROJECT SUBMISSION. This A-E Services acquisition is being procured in accordance with the Brooks Act (Public Law 92- 582) and implemented in Federal Acquisition Regulation (FAR) 36. All submissions will be evaluated in accordance with the evaluation criteria. A "short list" of three or more firms deemed most highly rated after initial source selection will be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. THE NAICS (NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM) CODE IS 541310 Architectural Services. Before a SDVOSB is proposed as a potential contractor, they must be certified by VETbiz and registered in the System for Award Management (SAM) database. Register via the SAM internet site at www.sam.gov Failure of a proposed SDVOSB to be certified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor.
