- This is a notice of intent to sole source. The Centers for Disease Control and Prevention (CDC) 2920 Brandywine Road, Atlanta, GA 30341 intends to sole source, in accordance with FAR Part 13.106-1(b)(1) for statistical assembly and analysis of data on type 2 diabetes incidence collected or reported by various countries. The CDC intent is to sole source the following requirement to Baker IDI Heart and Diabetes Institute, 75 Commercial Road, Melbourne, 3004, Victoria, Australia. The North American Industry Classification System code is 541611. To date, no systematic reviews have reported on trends in global diabetes incidence and data from country-level registries have not been assembled or compared. However, beginning in 2015 through their work with the International Diabetes Federation's Diabetes Atlas, investigators from the Baker IDI Heart and Diabetes Institute in Melbourne, Australia, began to assemble non-published data on diabetes incidence from unpublished registries. The combination of this data with a contemporary systematic review of recently published reports on diabetes incidence trends presents an important opportunity for CDC to increase its knowledge base on the epidemiology of diabetes. Baker ISI is the only group to date that has established international collaboration agreements from large administrative data sources in 12 different countries to extract data on diabetes incidence rate. The group has extensive knowledge and expertise in the coordination, acquisition and analysis of regional and country-level data on diabetes incidence. Specific objectives of this work are to: 1. Assess global, region, and country-specific rates and trends in incidence of diagnosed type 2 diabetes. 2. Assess variation and population sub-group differences in diagnosed type 2 diabetes. 3. Identify international data gaps and methodological deficiencies in the surveillance and monitoring of diagnosed diabetes. 4. Establish a baseline, methodological framework, precedent, and guidance/recommendations for continued international monitoring of incidence of diagnosed diabetes This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contract Specialist on or before 3:00 pm EST on June 18, 2016. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. All vendors/prospective contractors must be registered in the System for Award Management (SAM) prior to an award of a federal contract. All questions must be in writing and must be emailed to Tim Barnes at krz3@cdc.gov. Please reference CDC-2016-Q-65242 on all correspondence. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. If no responses are received, the CDC will proceed to sole source this requirement to Baker IDI Heart and Diabetes Institute. The anticipated period of performance is from September 1, 2016 to February 28, 2018.
