Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Ludlum Measurements, Inc. DBA Eljen Technology of Sweetwater, TX for assembled functional scintillator based neutron detectors for NIST's Center for Neutron Research (NCNR) Chromatic Analysis Neutron Diffractometer or Reflectometer (CANDOR). The statutory authority for this sole source acquisition is 41 USC 1901 by the authority of FAR subpart 13.501(a). NCNR has been engaged in a large development project to develop an ultrathin neutron detector as part of a larger project to develop an energy-analyzing neutron detector. The ultrathin sensor uses 6LiF:ZnS(Ag) plastic scintillator as the neutron converter. The photosensors selected for this application are silicon photomultipliers. The proposed acquisition is to obtain the required scintillator based neutron detectors for the CANDOR instrument using the developmental experience acquired by the NIST project team. The required scintillator based neutron detectors shall include the 6LiF:ZnS(Ag) plastic scintillator material. The 6LiF:ZnS(Ag) plastic scintillator material is necessary and the only material suitable because this plastic neutron scintillator product can be formed around plastic wavelength shifting fibers. This material uses an alcohol based solvent which will not compromise the integrity of these fibers. The 6LiF:ZnS(Ag) plastic scintillator material is proprietary to one company, Eljen Technology. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. This requirement is expected to be awarded in August, 2016. The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on June 20, 2016. Inquiries will only be accepted via email to cory.worley@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
