- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in the event FBO is unavailable. Please feel free to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center Dahlgren Division intends to issue a solicitation for a sole source, follow-on, single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract on a Firm Fixed Price (FFP) basis with Applied Systems Engineering Incorporated (ASEI) to continue in the procurement of needed hardware, in addition to the evaluation and repair efforts of various Advanced Tactical Navigator (ATACNAV) units that are damaged, upgrading existing ATACNAV units to either a Selective Availability Anti-Spoofing Module (SAASM) ATACNAV or a SAASM-High Accuracy (HA) ATACNAV as required, and supporting test and integration events. This requirement will be solicited in accordance with the authority of 10 U.S. C 2304 (c) (1) and FAR Part 6.302-1(a)(2)(iii), "Only One Responsible Source". The supplies/services are currently being provided to the Navy under contract(s) N00178-13-D-1012 and N00178-13-D-1016 by Applied Systems Engineering Incorporated (ASEI), 1480 Hickory St, Suite 106, Niceville, FL 32578. ASEI is the only source with the knowledge of design, development and production of the ATACNAV units. The period of performance is anticipated to be for a total length of seventy two (72) months. Responsible sources may identify their interest and capability which shall be considered by the agency. This notice is NOT a request for competitive proposals. Interested parties other than ASEI must be able to demonstrate, in writing, their capability statement to provide the items above. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services. Firms interested in subcontracting opportunities should contact ASEI directly. It is anticipated that the solicitation will be issued on or around 19 September 2016 and will be open for 30 business days. Contract award is anticipated at approximately 17 February 2017.
