- The US Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland intends to negotiate on a sole source basis with GraphPad Software, Incorporated, 7825 Fay Avenue, Suite 230 La Jolla, CA 92037 as they are the only responsible source capable of meeting the following MEC's: 1. Shall be able to perform the following statistical comparison tests: • Paired or unpaired t tests. • Nonparametric Mann-Whitney test, including confidence interval of difference of medians. • Kolmogorov-Smimov test. • Wilcoxon test with confidence interval of median. • Ordinary or repeated measures one-way ANOVA followed by the Tukey, Newman­ Keuls, Dunnett, Bonferroni or Holm-Sidak multiple comparison tests, the post-test for trend, or Fisher's Least Significant tests. • Greenhouse-Geisser correction. • K.ruskal-Wallis or Friedman nonparametric one-way ANOVA with Dunn's posttest. • Fisher's exact test or the chi-square test. Calculate the relative risk and odds ratio with confidence intervals. • Two-way ANOVA, with repeated measures in one or both factors. Tukey, Newman­ Keuls, Dunnett, Bonferron, Holm-Sidak, or Fishers LSD multiple comparisons testing main and simple effects. • Kaplan-Meier survival analysis. Compare curves with the log-rank test (including test for trend). 2. Shall be able to perform the following column statistics: • Calculate info, max, quartiles, mean, SD, SEM, CI, CV. • Mean or geometric mean with confidence intervals. • Frequency distributions (bin to histogram), including cumulative histograms. • Normality testing by three methods. • One sample t test or Wilcoxon test to compare the column mean (or median) with a theoretical value. • Skewness and Kurtosis. • Identify outliers using Grnbbs or ROUT method. 3. Shall be able to perform Linear regression and correlation. 4. Shall be able to perform Nonlinear regression. 5. Shall be able to perform Clinical (diagnostic) lab statistics. • Bland-Altman plots. • Receiver operator characteristic (ROC) curves. There are no set-aside restrictions for this requirement. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS for this requirement is 511210 and PSC 7030. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a).
