- Full list of Minimum Essential Characteristics for storage racks FAR and DFARS clauses and provisions incorporated into RFQ Full delivery address and required quantity for each depot The following action is to be competed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Materiel Agency (USAMMA), Fort Detrick, MD, for a total of 155 storage racks for D size (oxygen) cylinders. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as a Request for Quote (RFQ) and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. DESCRIPTION: This action is to be competed to fulfill the need of USAMMA and its international Army Depots, located in Japan, Korea, Qatar, Germany as well as a CONUS delivery location (Health and Human Services Supply Service Center in Perry Point, Maryland). USAMMA requires a total of 155 storage racks for D size (oxygen) cylinders, which is the standard size cylinder with a gas capacity of 95 gallons. Each rack shall be capable of holding at least 40 cylinders and include at least two (2) hold down nets to prevent the cylinders from moving or falling out off the rack. See the attached "Minimum Essential Characteristics" for the full list of requirement specifications. Below is a summary of the quantity required at each delivery location. Note that USAMMA requires the items at the quantities specified below to be delivered directly each depot; the Government cannot accept shipment at DLA points. Quantity of 21: Delivered to Sagami Army Depot Kanagawa-Ken Japan Quantity of 48: Delivered to Camp Carroll, Waegwan South Korea Quantity of 48: Delivered to Camp As Sayliah Doha Qatar Quantity of 19: Delivered to Pirmasens, Germany Quantity of 19: Delivered to HHS Supply Service Center, Perry Point, MD Delivery is FOB Destination no later than 31 August 2016. See the attached document for the full delivery address for each depot ("Delivery Addresses"). This requirement is total small business set-aside. The North American Industry Classification System (NAICS) code is 332999 (size standard 750 employees). No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Quotes will be evaluated on the basis of lowest price technically acceptable (please see the full text of FAR Provision 52.212-2 on page 5 of the attached document entitled "Open Market Clauses and Provisions"). Any resulting contract will be issued as an open market Firm Fixed Price award. The attached document referenced above ("Open Market Clauses and Provisions") includes all clauses and provisions incorporated into this Request for Quotes.
