- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate a Firm Fixed Price contract with only one source, PUGH ASSOCIATES, LLC. (54M32), under authority of FAR 13.106. PUGH ASSOCIATES, LLC. is the sole supplier of the following items: 2.1 Build one Analog Inclination Data System (AIDS) unit in preparation for DDG 51 SHIPALT installations. One AIDS unit consists of: qty. 1 AIDS Master Control box, qty. 5 Element sensors, Qty. 1 Theodolite Sensor, Element cables, and Jumper cables. 2.2 Work will be performed at NSWC PHD buildings in both lab and office environment. 2.3 All parts are Government Furnished Equipment (GFE). Additional tools and personnel must be included in the quote. GFE will remain in the buildings. 2.4 Update the ANALOG/DIGITAL INCLINATION DATA SYSTEM (AIDS/DIDS)SW225-CP-CSA-010/AIDS/DIDS manual. Approximately 45 pages. 2.5 Review / edit redlined manual per paragraph 3.1 2.6 Inventory AIDS materials in the A73 CSA Laboratory, building and identify shortfalls 2.7 Contractor will provide training and clear understanding on building, maintaining, and repairing the AIDS System. 2.8 All applicable safety and HAZMAT requirements shall be adhered to during preparation and conducting of the services specified. •· Local and/or command Standard Operational Procedures (SOP) •· Local and/or command engineering practices •· Local and/or command safety regulations •· USCG Rules and Regulations Handbook Interested parties may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive quotes. However, all quotes with supporting documents received before the closing date of this Request for Quotation (RFQ) will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation number is N63394-16-T-0069 and is issued as a RFQ. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88 and Defense Federal Acquisition Supplement (DFARS). The associated North American Industrial Classification System (NAICS) code for this procurement is 541330 with a small business size standard of $15 million. This requirement is a Total Small Business Set Aside. Quote must be good for a minimum of 60 calendar days after close of this combined solicitation/synopsis. Terms are Net 30. Pricing: Are the items quoted available on a commercial, published, or on-line price listing? If so, please attach to the RFQ response. If internal price listing, please provide the title of your price list with the page number the items are listed on & the date it was established. 5. Does your company accept Wide Area Work Flow (WAWF) for electronic invoicing? WAWF is the DoD mandated invoicing for Government orders. For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Quotes must be submitted in portable document format (.pdf) by email to the Primary Point of Contact (POC). It is the responsibility of the offeror to submit offers to the POC at NSWC PHD by the closing date of 13 June 2016.
