- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice and using procedures in FAR Subpart 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as 100% small business set-aside. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-88 effective 20160516 and DFARS Change Notice 20160510. The North American Industry Classification System (NAICS) code is 532111 and the size standard is $38,500,000. REQUIREMENT: The Air Force has a requirement to rent 12 each 15-passenger vans with the following criteria. This is for the military youth center summer program. - Front and rear air conditioning (High Capacity) - Automatic transmission - Power steering - Power brakes - Drivers seat adjustability - AM/FM radio - Seat belts for each passenger - No specific interior or exterior color - Bench seats for passengers / Bucket type seats for Driver and front passenger - Pick up or delivery from local vendor - Vendor provided license plates - 3000 miles minimum per month per vehicle - Vinyl or carpet floor Covering - Vinyl or cloth seats - Government will furnish fuel for vehicles - Contractor will provide all maintenance on vehicles - Minimum body size - Engine size of 4.6L, V8 engine necessary to fulfill the operational needs for transporting youth. - Maximum fuel efficiency--these vehicles also meet the fuel economy standards of Environmental Protection Agency guidelines of 29 miles per gallon (MPG) city/40 MPG highway for a combination of 33 MPG QUOTE REQUIREMENTS: Quotes must be submitted inclusive of all requirements and specifications listed above. The quote must contain important information such as delivery of the vans on 13 Jun 16 and pick-up on 19 Aug 16 with pricing info for each scenario provided (times and who is responsible for picking up and delivering--vendor or government). Please quote the best possible package inclusive of any available discounts in price. FOB Destination to Joint Base San Antonio, Fort Sam Houston, TX 78234. Basis for Award: Award decision of the purchase order will be based on best value to the Air Force. Best value factors for this RFQ include price and availability of the entire order, as needed.
