SOURCES SOUGHT Seeking Small or Large Business which can meet minimum requirements as per SOR below for Columbia, MO. VAMC. **NOTE: THIS IS ONLY FOR SOURCES SOUGHT NO AWARD WILL BE MADE FROM THIS POSTING*** Please respond to email: donald.hannah@va.gov by close date. The Columbia, MO. VAMC, is requesting vendors Small or Large to provide the following items as below. Any information submitted by an offeror for consideration will not be returned and will remain the property of the VA. All costs associated with submitting the above are the responsibility of the Contractor and all information provided must be submitted to the Contracting Officer. STATEMENT OF REQUIREMENTS Mail Meters and Folding Machines For HARRY S. TRUMAN VETERANS MORIAL HOSPITAL 800 HOSPITAL DRIVE COLUMBIA, MO 65201 MAILING SYSTEMS OBJECTIVE: Mailing systems for the TRUMAN VAMC and 7 satellite clinics (CBOC's) 1.Purpose/Intent The intent of this Proposal is to lease with a base year and four option years, for the period August 1, 2016 through July 31, 2021, new and cost-saving Mailing System equipment under GSA-Pricing, with Supplies, Updates and Service contract, including all required hardware, software, maintenance and services necessary to manage mail operations for the Truman VAMC and (7) satellite clinics (CBOC's) that meet all USPS, Federal and VA mail processing requirements. Additional units can be added for new locations at a prorated fixed price with lease terms ending at the same time for all units. The Harry S Truman Medical Center consists of the main Medical Center located at 800 Hospital DR. Columbia, MO 65201 and the following are locations of additional equipment requirements (CBOC's): "Ft Leonard Wood Clinic, 700 GW Lane St. Waynesville, MO 65583 "Jefferson City Clinic, 2707 W Edgewood Dr. Jefferson City, MO 65109 "Lake of the Ozark Clinic, 940 Executive Dr. Osage Beach, MO 65065 "Marshfield Clinic, 1240 Banning St Marshfield, MO 65706 "Mexico Clinic, 3460 Clark ST Mexico, MO 65265 "Sedalia Clinic, 3320 W 10th St. Sedalia, Mo 65560 "St. James Clinic, 620 N Jefferson St James, MO 65559 2. Background The Mail Room section is responsible for processing all incoming and outgoing letters, parcels, and packages (Mail Room operations do not include "Freight"). In FY 15 this facility and its CBOC's processed 372,105 pieces. Postage operations included USPS First Class mail and UPS small parcel/package. 3.Technical Specifications- The Contractor shall provide: **One (1) high-volume mailing system capable of handling the mail current and projected for the Harry S. Truman Veteran's Medical Center. -Process Postage directly on mail up to 0.75" thick -Automatic Thickness Adjustment -Produce a USPS approved Light Barcode to reduce ink costs -Use Pressure Sensitive Pre-Cut Meter Labels for thicker mail -Automatically process mixed weight Process various size mail -Post Cards, #10 Envelopes, 6 x 9 ½ Envelopes, 10" x 14" Envelopes mail and calculate postage correctly -Feed, Seal, Imprint Postage and stack same weight and classes of mail over 200 LPM -Feed Seal, Weigh, calculate correct postage, imprint postage, and stack mail over 150 LPM -Postage Meter to interface with USPS/UPS Shipping System -70 pound Capacity Scale -Must include USPS and UPS rates -Track Postage and Shipping cost -Automatically download delivery status of packages -Consolidate information from multiple carriers and mailing machinery to accurately account for all expenses and provide details on usage and costs -Carrier Performance Reporting -Automatically download delivery status of individual parcels and how well the carriers are performing -Furniture for Mailing/Accounting/Shipping System -Provide Latest Technology -Provide Local Support for Hardware **One Inserter/Folding Machine for the Harry S. Truman Veteran's Medical Center. - Minimum Capacity of 15,000 Inserted Envelopes per month - Speed up to 2,200 pieces per hour - Accumulate all sheets/Inserts before folding - (1) One insert feeder for items that do not need to be folded - Process Paper up to Legal Size (8 ½" x 14") - Automatic Paper/Insert thickness adjustment - Touch Screen Control -Automatic Double Document Detection on All Feeders -Automatic Document Measurement on All Feeders - Folder Inserter Stand - Provide Latest Technology - Local Support for Hardware, Installation and Training ** Seven (1) low volume mailing systems capable of handling the mail current and projected mail volume requirements for CBOC's (Each location stated above). Each Mailing System shall consist of: -(1) One Multi Carrier Accounting Parcel Shipping System -(1) One PC Shipping/Accounting Station -(1) One Hi Capacity Carrier Label Printer -(1) One Report Printer - Postage/Accounting/Shipping Furniture -Envelope Feed should be semi-automatic -Speed should do at least 40 letters a minute. -Storing routine jobs for quicker handling and greater productivity -(1) 70 lb. Scale -Self-Moistener -Comparing classes of mail and packaging options to optimize cost and service. -Maintaining password security and postage alerts -Programmable access to postage account. -Equipment must be USPS-approved manufacturer via authorized distribution channels -Local Support for Hardware, Installation and Training **Support/Maintenance -Vendor shall provide 4 hour maintenance/support response time at all locations and if not able to resolve the service issue over the phone a field service technician shall be dispatched to arrive on site within 4 working hours once called. Also next-business-day uptime guarantee (via modular, replaceable systems or "loaner" equipment) if required. -Preventive maintenance -Unlimited service calls within contract hours -Include all parts/labor except consumable items, meter tapes and ink as well as wearable items. Harry S. Truman Medical Center & CBOC's facility provided items: The facility will be responsible for providing as required: "OI&T "Network connections (from network closet to WLAN/Internet) "Security software for servers (Anti-Virus, Firewall, etc.) "Ongoing support of OS and all VA- provided software "Engineering "Appropriate electrical connections with power filters "Network connections (cable from closet to equipment location) "Logistics
