Combined Solicitation and Synopsis Action for the 2016 Communication, Navigation, Surveillance Air Traffic Management (CNS/ATM) Conference Procurement Instrument Identification Number: FA8730-16-M-0006 Agency: Department of the Air Force Office: Air Force Materiel Command Location: AFLCMC - Air Force Life Cycle Management Center (Hanscom OL) Added: 6 June 2016 Classification Code: R - Professional, administrative, and management support services NAICS: 5311120 Synopsis: This announcement constitutes a Notice of Proposed Contract Action (NOCA), by the Air Force Materiel Command, Air Force Life Cycle Management Center, Battle Management Directorate, Aerospace Management Systems Division, AFLCMC/HBAK, Hanscom AFB, MA 01731 to award a purchase order to Hope Hotel and Richard C. Holbrook Conference Center, Wright-Patterson Air Force Base, Ohio for conference rooms and audio visual equipment rental/services. AFLCMC/HBAK plans to issue a purchase order to the Hope Hotel and Richard C. Holbrook Conference Center, using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The circumstance permitting this purchase order is FAR 13.106(b)(1) - "only one source available." Hope Hotel and Richard C. Holbrook Conference Center is the only firm reasonably available in the Dayton, Ohio area to provide the services. The 2016 Communication, Navigation, Surveillance Air Traffic Management (CNS/ATM) Conference will be a multi-day convention designed to support professional development and bridge the knowledge of CNS/ATM technologies and issues among military aviators from all branches, civilian aviation authorities, and industry representatives. The conference will provide an educational forum where participating platforms and program offices can learn about emerging technologies and current issues in meeting civil airspace requirements from key government organizations including the CNS/ATM Center of Excellence and the FAA. Presentations will be given by experts in all three major avionics areas (communications, navigation and surveillance) and will cover a broad range of topics including the worldwide civil airspace infrastructure, current and projected requirements by geographic location and capability, the benefits of meeting and the penalties of not meeting these civil mandates, and the AF process aircraft must follow with AFLCMC/HBAG and related offices in order to be considered compliant. By gaining this knowledge, AF platforms will be able to better plan current and future CNS/ATM upgrades, thus ensuring continued access to civilian airspace wherever their mission may be. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided in response to this announcement. This notice is not a commitment from the Government. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
