- RIO GRANDE FLOODWAY, SAN ACACIA PHASE 2C - LEVEE CONSTRUCTION, SOCORRO COUNTY, NEW MEXICO. The proposed procurement is a Small Business Set-Aside Lowest Price Technically Acceptable (LPTA) Request For Proposal (RFP), and thus open to small businesses only. NAICS is 237990/SIC 1794, with a size standard of $36,500,000.00. The magnitude of construction for this project will be between $5,000,000.00 and $10,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 05 August 2016, with proposals due on or about 06 September 2016. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT consists of the complete removal of the existing spoil bank and replacing it with an engineered levee approximately 1.0 mile in length. Construction of the engineered levee starts approximately one mile north of the Brown Arroyo and Rio Grande confluence and terminates at Brown Arroyo. The Project will also include rip rap armoring along the banks of Brown Arroyo. Rip rap armoring will start at the Rio Grande confluence and continue approximately 150 linear feet west along the north and south banks of Brown Arroyo. The engineered levee, at Brown Arroyo, and the existing spoil bank, south of Brown Arroyo, will also be armored with rip rap approximately 200 liner feet upstream and downstream along the Rio Grande. The engineered levee will be constructed using satisfactory material from the removal of the existing spoil bank. Ancillary work to construction of the engineered levee will include clearing and grubbing, inspection trench excavation and backfill, a soil-bentonite, low permeability cutoff wall, a levee subdrainage system, seeding of levee slopes and adjacent disturbed areas, jetty jack demolition and reconstruction, dumped riprap, and survey monument reconstruction throughout the project length. All permanent work shall be done free from water, therefore a diversion and dewatering plan will be required for USACE approval that shows the methods for dewatering and details of temporary protection of the work using earth berms, cofferdams, or another method proposed by the contractor. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. Proposed procurement will result in a firm-fixed price contract.
