Description
Naval Aviation Enterprise Draft Solicitation Please refer to Sources Sought with Solicitation # 2518ADM604, Naval Aviation Enterprise Support, for any previous information regarding this requirement. INTRODUCTION This is a pre-solicitation/synopsis notice as well as the DRAFT Solicitation (attached) for Naval Aviation Enterprise (NAE) Support. The Naval Air Warfare Center Aircraft Division (NAWCAD) Contracts Department (AIR 2.5.1.8), Patuxent River, MD announces its intention to procure, on a competitive basis, the services necessary to support the Naval Aviation Enterprise of the Naval Air Systems Command (NAVAIR). This requirement is a follow-on procurement to a Cost Plus Fixed Fee (CPFF), performance-based, five (5) year Multiple Award Contract (MAC) IDIQ contract that was competitively awarded to two contractors: Booz Allen & Hamilton (BAH) (N00189-12-D-0024) and CACI (N00189-12-D-0025). On 03 March 2016, a Sources Sought notice was issued to which two firms responded with capability statements. Based on a technical review of those statements, and in coordination with NAVAIR Office of Small Business Programs, the Contracting Officer elected to pursue an unrestricted competition under NAICS 541611. ELIGIBILITY The Product Service Code (PSC) for this effort is R408 and the applicable NAICS is 541611 with a Small Business Size standard of $15M. PROGRAM BACKGROUND The NAE is responsible for sustaining current readiness and advance future warfighting capabilities at the best possible cost. The NAE serves as the single framework for facilitating collaboration, transparency, cross-functional engagement, information sharing and process improvements that are necessary to deliver essential capabilities and readiness. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance is five (5) years (5 year ordering period). The anticipated start date is 01 August 2017. ANTICIPATED CONTRACT TYPE The contract type is anticipated to be non-performance based, level of effort (LOE), Cost Plus Fixed Fee (CPFF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The total LOE is estimated at 956,160 man-hours (based on 1,920 hours per year). REQUIREMENTS The NAE has a requirement to provide for technical, analytical, and managerial support across the NAE to support enterprise initiatives, executive level teams, cross-functional teams, and sub teams as required. Currently, the NAE is utilizing approximately 88 full time equivalents (FTEs) across up to 30 CONUS and OCONUS sites. The Contractor shall seamlessly integrate all contract tasks across the NAE's complex and global enterprise, in order to ensure effective strategic planning and execution that are aligned with NAE and objectives and initiatives. The Contractor shall apply enterprise principles and enterprise support functions and perform/execute all SOW task areas in a totally integrated and coordinated manner. Synchronization across enterprise initiatives will facilitate implementation including identification of shortfalls, continuing implementation of hierarchical metrics, and institutionalization of desired process management principles. DRAFT SOLICITATION The DRAFT Solicitation is being published along with the pre-solicitation/synopsis notice with the intent to further enhance competition and teaming. Potential offerors may submit written comments to the draft solicitation no later than 2:00 p.m. EST on 21 June 2016. In particular, the Government is interested in comments that may lead to increased competition. The Government will consider all comments received; however, no response will be provided and the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations.
