Sources Sought Template (Intent to Purchase on Sole-Source Basis) FROM: (Micah Tapp/411 SCMS/GULBA) TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to purchase the following part: Servo Cylinder Assembly (NSN 1650-01-187-9395HL; P/N 205-076-056-107). SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Servo Cylinder Assembly (NSN 1650-01-187-9395HL; P/N 205-076-056-107). ITEM DESCRIPTIONS: The Servo Cylinder Assembly (NSN 1650-01-187-9395HL; P/N 205-076-056-107) is utilized on the cyclic and collective controls of the TH-1H helicopter platform. This actuator assembly provides hydraulic assisted cyclic input from the pilot to the main rotor through the swashplate and collective input through the collective levers and scissor hub. Likely failure mode would be a functional loss of hydraulic assist. In the event of a failure, the pilot would lose hydraulic assist of failed control (fore/aft, lateral, or collective), as the TH-1H does not have a redundant hydraulic system. The aircraft is very difficult to control without hydraulic assist, especially during certain flight maneuvers. This could lead to potential catastrophic loss of main rotor control. This item is a Critical Safety Item (CSI) and Critical Application Item (CAI) with catastrophic failure consequences. It is also identified as a Flight Safety Part on the design drawing, with multiple critical characteristics identified. Failure of this item will result in an unacceptable probability of a Class-A mishap. Candidate manufacture sources must have quality procedures and processes to insure that each item is in compliance with the drawing. For specific requirements for this item, please contact AFLCMC/WIU, 235 Byron Street, Suite 19A, Robins AFB, GA 31098-1670 and/or via telephone at (478) 926-6623. Please reference the attached Source Qualification Statement for additional information regarding what is required to become a qualified source. IMPEDIMENT TO COMPETITION: The capabilities to fill this requirement are only available from Bell Helicopter Textron (BHT) and Woodward HRT due to the fact that they are the only approved manufacture sources per the Source Qualification Statement, which is controlled by AFLCMC/WIUE. They have sole proprietary rights to the design and manufacture data for this part, which they are not interested in releasing to the general public for purchase. The Government does have access to repair technical data, but not for manufacture. At this time, it appears that the Operations, Safety, Suitability, and Effectiveness (OSS&E) can only be maintained by seeking procurement from BHT or Woodward HRT. INTEREST: The DLA/AWB Contracting Office intends to award a sole source contract to one of the above-mentioned approved manufacture sources in support of the TH-1H Helicopter Program. Other interested parties may identify their interest and capability to respond to the requirement no later than 22 June 2016 by emailing Micah Tapp at micah.tapp.2@us.af.mil or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
