- This AMENDMENT 01 Changes the title from "Weather NOWcasting and Atmospheric Sensing and Prediction Systems (ASAPS)" to "Environmental Intelligence (EI)." **This amendment does NOT change the closing dates for the synopsis** SPECIAL NOTICE - INTENT TO AWARD ON A SOLE SOURCE BASIS The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Research Triangle Park (RTP), Contracting Division (CD) intends to enter into a contract with PEMDAS, Inc. pursuant to FAR Part 6.302-1, Only One Responsible Source. The Government has a requirement to support the formulation, design, development, fabrication, integration, verification, operation, data analysis and validation of a project to properly characterize the battlespace environment with an accurate four-dimensional (4-D: latitude, longitude, altitude and time) representation of the cloud layer structure coupled with other associated weather effects such as icing, turbulence, convection, and winds at the highest spatial and temporal resolution through the employment of in-situ atmospheric sampling and innovative weather data fusion. Key components to this requirement exist; and the Government does have purpose rights to some software required. However the government does not have proprietary rights to the ASAPS sensor component software, which is necessary to fulfill this requirement. Interested parties must submit a capability statement for the purpose of determining whether to initiate a competitive procurement. This notice of intent is not a Request for Proposals, nor does it represent a commitment by government to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. No solicitation document is available. The associated North American Industry Classification System code for this procurement is 541330 (Engineering Services). All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice by COB (4:30PM) 17 June 2016, to Lisa Gregory, Contracting Officer, at the email address listed below for consideration by the agency. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. Failure to provide the required information to enable the Government to make a determination may render the response unacceptable. The Government is not using the policies contained in Part 12, Acquisition of Commercial Items; however, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 45 days of this notice. The Government reserves the right to process this procurement as an Only One Responsible Source, pursuant to FAR Part 6.302-1, based on the responses received.
