- Item description to include clauses and provisions. The Naval Surface Warfare Center Carderock Division (NSWCCD) located in Bethesda, MD has a requirement for the purchase of a software subscription; EnSight HPC to include all new version releases, bug fixes, licensing support, license key changes, and hotline support. The software EnSight is a registered trademark of Computational Engineering International. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The NSWCCD intends to solicit on a brand name basis, i.e., EnSight HPC. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under RFQ N0016716T0071. The Government intends to award a firm fixed price purchase order using Simplified Acquisition Procedures based on lowest price technically acceptable analysis. The NAICS code is 541512 software publishers, and the business size standard is $38,000,500. This requirement is 100% set-aside for small business. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-78 and the Defense Federal Acquisition Regulation Supplement (DFARS) SEE ATTACHED FILE FOR CLAUSES AND PROVISIONS. Technical Questions/clarification regarding this solicitation must be submitted via email to patricia.perzella@navy.mil Questions will not be answered over the phone or submitted by any other means. The deadline for submission of questions is Monday 13 June 2016, by 12:00 noon PM EST. All questions will be answered in an amendment to the solicitation. Quote packages are due by 13 June 2016 by12:00 noon PM EST. Quote packages should contain a cover sheet that provides the following information: a) Official Company Name; b) Point of Contact including name and phone number; c) DUNS number.
