Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334516 with a small business size standard of 1000 employees. AFRL requires a complete system of lasers for the manipulation of ions for quantum information and networking. The system is comprised of the following components: • Moglabs ECD004/369.5 Littrow system, 369.5nm o ECD004 Monolithic block Littrow laser with B1047 High bandwidth (10MHz) active modulation option and CEF Extended chassis o 370LD10 Laser diode, uncoated, 369.5nm, up to 10mW extracavity o DLC102/HC Electronic controller, 0 to 100mA high compliance includes photodetector, low-noise 1MHz balanced differential, 370 to 1100nm, ±10° and DLCRACK Rack-mount option with ball-bearing runners • Moglabs CEL002/399 Cateye system, 399nm o CEL002 Monolithic block Littrow laser with B1047 High bandwidth (10MHz) active modulation option and CEF Extended chassis o 399AR25 Laser diode, AR coated, 399nm, up to 25mW extracavity o OFR405 Faraday isolator, OFR/Thorlabs, tuned to 399nm o DLC102/HC Electronic controller, 0 to 100mA high compliance includes photodetector, low-noise 1MHz balanced differential, 400 to 1100nm, ±10° and DLCRACK Rack-mount option with ball-bearing runners • Moglabs CEL002/935 Cateye system, 935nm o CEL002 Monolithic block Littrow laser with B1047 High bandwidth (10MHz) active modulation option and CEF Extended chassis o 935AR80 Laser diode, AR coated, 935nm, up to 80mW extracavity o EOT4/850LP Faraday isolator, single stage, low power, tuned to 935nm o DLC102/HC Electronic controller, 0 to 100mA high compliance includes photodetector, low-noise 1MHz balanced differential, 700 to 1100nm, ±10° and DLCRACK Rack-mount option with ball-bearing runners • Moglabs CEL002/93 Cateye system, 638nm o CEL002 Monolithic block Littrow laser with B1047 High bandwidth (10MHz) active modulation option and CEF Extended chassis o 638LD60 Laser diode, AR coated, 638nm, up to 60mW extracavity o EOT4/650LP Faraday isolator, single stage, low power, tuned to 638nm o DLC102/HC Electronic controller, 0 to 100mA high compliance includes photodetector, low-noise 1MHz balanced differential, 700 to 1100nm, ±10° and DLCRACK Rack-mount option with ball-bearing runners • One year warranty The Government intends to negotiate a sole source contract with: MOGLabs USA 419 14th St Huntingdon, PA 16652 USA Tel: (814) 251-4363 Email: info@moglabsusa.com The Government has determined that no other source can meet the requirement, comprised of four lasers that will be used together in a common cyrogenic experimental setup in order to manipulate ions for quantum information and networking purposes. Each laser has a different wavelength and needs to be locked to a very exact wavelength and have a very low linewidth at that wavelength in order to perform the manipulation. The atomic transitions to be manipulated are very narrow and very exact in wavelength and any laser light that does not match the atomic transition line acts to heat up the experiment which can lead to failure. The system described is the only turn-key system on the market featuring ultra-low linewidth (200 kHz or less) over a useful integration time (1 second or longer). Other vendors do not have such narrow linewidths over such a useful period. The Toptica DL-Pro has a typical linewidth from 100 kHz to 1 MHz but only over a very short 5 microsecond integration time. The Sacher Lion specs a typical linewidth of 500 kHz over a short 20 millisecond integration time. The Sacher Lynx specs a typical linewidth from 1MHz over a short 1 millisecond integration time. As this system is intended to be the key laser system, its ability to keep an ultra-narrow linewidth for a realistic and useful period affects the ability to perform experiments, and thus meet the mission schedule. The Government has not found any other source that offers that offers an equivalent product that would match our technical specifications, except for MOGLabs USA. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 June 2016. A Sole Source Justification will be attached to the subsequent Notice of Award.
