- Statement of Objectives (SOO) Liquid Nitrogen and Hydrogen Gas for the San Francisco Mint BACKGROUND The United States Mint in San Francisco has a requirement for liquid Nitrogen and Hydrogen gas system that operates two annealing furnaces. The annealing furnaces are used to anneal coin blanks prior to being stamped into coins. The annealing furnaces normally operates sixteen (16) to twenty (20) hours a-day five (5) days a week. The Nitrogen supply would be kept on twenty four (24) hours a day seven (7) days a week so that there is a supply of Nitrogen to be used as a backfill to the system. Each Annealing furnace uses atmosphere of 95 - 96 % of nitrogen and 4 - 5% of hydrogen gas. The mix gas flow rate per furnace is approximately 2300 -2500 Standard Cubic feet per hour (SCFH). One furnace when not in use will have a flow rate of Nitrogen of 500 - 1000 scf in order to keep gas in the system flowing at all times. OBJECTIVES: • Identify and meet all OSHE safety standards as used in all Federal facilities. • The nitrogen and hydrogen system must conform to applicable portions the latest industry codes and standards developed by, but not limited to, the following organizations / documents: o NFPA - National Fire protection Association o NEC - National Electric Codes o OSHA - Occupational Safety and health Administration o MSDS Material Safety Data Sheets for liquid cryogen nitrogen, nitrogen gas and hydrogen gas. o EPA Environmental Protection Agency o The Material Transportation Bureau of Department of Transportation o National Plumbing Code • Provide gases and equipment without any work stoppage • Delivery of hydrogen gas and liquid nitrogen delivered once or twice per week in order to meet demand. Monday through Fridays between the hours of 5:00 am - 2:00 pm and 7:30 pm - 10:00 pm for night deliveries (Pacific Time). The schedule is subject to change • Provide storage tanks, lines, hoses with applicable safety features that meet OSHE standards. • Provide install / lease a liquid nitrogen storage tank (1) 9200 gallon horizontal liquid Nitrogen tank • Provide Install/lease four (4) vaporizers rated at 5,000 scf each and pressure control valves. The vaporizers shall be valved in parallel/series for individual use • Provide Install/lease three (3) ASME gas hydrogen storage tubes and each shall be capable of holding 10,000 scf each at 70 degrees Fahrenheit and 2,400 pounds per square inch gauge (psig) • Provide Install/lease three (3) nitrogen mixing stations. A set will be online and the other set will be backup. Two (2) shall be capable of adjustable flow rates between 0-5000 scf and one will be capable of adjustable flow rate of 0-10,000 scf. Mixers range of 0 -15 percent hydrogen in Nitrogen and a linear hydrogen in nitrogen output of 4 - 20 MA. Mixers must conform to the National Electrical Code (NEC) for a class 1, division 2, Group B, C and D area. The mixing system shall be Thermo Model 8,400 or equal • Provide all flow controls, pressure reducing equipment, safety gear, manifolds and pressure regulations • Provide technicians and delivery drivers (to be cleared by the Mint for access to the Mint facility) • Provide Liquid Nitrogen that is 99.95 percent purity or better and shall not contain more than eight (8) parts per million of water • Provide hydrogen gas that is 99.5 percent purity or better and shall not contain more than eight (8) parts per million of water • Provide Maintenance, quarterly routine inspections, and reports The Government is requesting that Contractor attend a site visit to understand the unique requirements of the United States Mint at San Francisco. The anticipated contract action is anticipated to be issued as an IDIQ / Firm-Fixed Price Contract with contract line items (CLINs) for supplies/services. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This notice is to notify the industry of potential requirement and to gain knowledge of potentially qualified sources and their resources. The Government will consider all responses received to determine whether the anticipated contract action will be pursued using commercial acquisition strategy. Potential sources are also encouraged to submit questions, requests for clarification, and other performance recommendations via e-mail to Jina Jackson at Jina.Jackson@usmint.treas.gov.
