Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs, VA Medical Center in Orlando has a need to procure Video Choledochoscope, brand name or equal for the Lake Nona VA Medical Center CLC located at 13800 Veterans Way, Orlando, FL 32827 for the VA Medical Center Surgical Service. (ii) The combined synopsis solicitation number is VA248-16-Q-0445. It's issued as a Request for Quotation (RFQ). (iii) This combined synopsis solicitation RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2005-87-2 (4-06-2016). (iv) The combined synopsis solicitation is 100% Set Aside for Service Disabled Veteran Owned Small Business. The NAICS is 339112. Business size standard is 500 employees. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and technical acceptability. Technical acceptability is equal to price. The Government has determined in advance that the Best Value will be the offer with the lowest evaluated price among those offers rated "technically acceptable". (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
