Salient Characteristics Provisions Combo Synopsis (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-16-T-0187-0001. This acquisition is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. (iv) This acquisition is 100% set-aside for small business. The associated NAICS code is 332911. The small business size standard is 500 Employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 : Two (2) Mass Flow Meters Two (2) Pressure Control Valves Two (2) Exhaust Throttling Valves (vi) Description of requirements: See attachment titled, “A01 - Salient Characteristics” (vii) Delivery is required within eighteen 10-12 weeks of award. Delivery shall be made to ARL/APG, Shipping and Receiving, Building 321 Colleran Road, Aberdeen, MD 21005 USA. Acceptance shall be performed at ARL/APG, Shipping and Receiving, Building 321 Colleran Road, Aberdeen, MD 21005 USA. The FOB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. Those offers that meet or exceed the stated performance characteristics and specifications will then be evaluated in terms of technical aspects above the minimum requirements and of those aspects not addressed in the solicitation performance characteristics and specifications that would be most beneficial to the Government. In particular, the Government is willing to trade-off on price for offerors that exceed the following performance characteristics/specifications and/or delivery time: The accuracy of the flow meter is of the utmost important to the Vehicle Technology Directorate (VTD) of the Army Research Laboratoy (ARL). To accurately calculate combustion efficiency and heat release rate, the measured air flow rate must be as accurate as possible. Without accurate combustion calculations, the VTD cannot expect to make meaningful advances in engine combustion science. To achieve our mission, the Salient Characteristics document includes a requirement that both meters have a maximum error which is lower than 3% over the entire flow rate range. Because of the importance of this reading, the VTD will tradeoff on price to offerors that can exceed this specification. For example, if a vendor can offer a mass flow meter with a maximum of 2% error over the entire flow range, the VTD will pay as much as 25% more (of the total package price) than competing bids, due to the importance of the measurement. The precision and repeatability of the air flow control valve are key parameters. If the VTD cannot precisely control the flow of air into their engines, they cannot expect to have repeatable results, and the uncertainty in the data will increase dramatically. To achieve precise control, the Salient Characteristics include a requirement that valves have at least 200 discrete valve positions. The VTD will consider trading-off on price for offerors that can exceed this requirement. Additional factors such as valve hysteresis, valve body type, and technical design will be considered when evaluating the precision of a proposed valve. For example, if a vendor can offer a globe-type valve with 300 discrete valve positions and minimum hysteresis, the VTD will pay as much as 25% more (of the total package price) than competing bids. The precision of the exhaust flow control valves is also of high importance. If the valve control is imprecise, the engines being tested may experience fluctuations in operating conditions. This will result in high experimental uncertainty. To achieve precise control with engine exhaust as the process fluid, the valve type should be a high performance butterfly, or a control disk to meet the VTD’s minimum requirements. Because of the design of the control disk, it offers improved control over the entire flow range of the valve compared to the butterfly type. The VTD will consider a trade-off on price (as much as 25% more (of the total package price) than competing bids) that propose control disk type valves. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include three (3) records of sales from the previous 24 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 and FAR 52.212-3 ALT I, Offeror Representations and Certifications – Commercial Items with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: NONE.
