Approved for Public Release 16-MDA-8683 (24 May 16) MDA-16-DACW-RFI-01 I. Disclaimer: This Request for Information (RFI)/Sources Sought Synopsis, Solicitation Number: MDA-16-DACW-RFI-01 is issued for planning purposes only and is not a Request for Proposal (RFP), Invitation for Bid, or an obligation on the part of the Government to acquire any products or services. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. All costs associated with responding to the RFI will be solely at the responding party's expense. The Government will not reimburse respondents for any costs associated with the preparation or submission of the information requested. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No funds have been authorized, appropriated, or received for this contemplated effort. The information provided may be used in developing an acquisition strategy, a statement of work (SOW), statement of objectives (SOO), or performance work statement (PWS). Some information resulting from this RFI may eventually be included in one or more RFPs, which will be released to industry. Proprietary information should be marked as such. Any subsequent actions resulting from the evaluation of the information provided in response to the RFI may be synopsized at a future date. If synopsized, information detailing the specific requirements of this procurement will be included. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. It is the responsibility of the potential respondents to monitor this site for additional information pertaining to this requirement. II. Overview: The Missile Defense Agency (MDA) seeks information and potential sources interested and capable of modifying the Aegis Weapon System (AWS) Baseline 9 (B/L 9) Aegis Ballistic Missile Defense (BMD) Baseline 5.1 computer program. The modified baseline, to be designated Aegis BMD 6, must be compatible for operations in the United States Navy's (USN) DDG 51 Class Flight III ships, and with the USN's Advanced Capability Build 20 (ACB20)/Technology Insertion 16 (TI16), as well as the USN's Air and Missile Defense Radar, now designated AN/SPY-6(V) or SPY-6. III. Background: Lockheed Martin Mission Systems and Training (LM MST) of Moorestown, New Jersey, and its predecessor companies, has been the prime contractor for AWS since Aegis program inception in 1969, and for the Aegis BMD Weapon System since 2003. LM MST is currently performing a competed contract as the USN's Aegis Combat System Engineering Agent (CSEA) and LM MST is the CSEA for Aegis BMD Baseline 5.1 under MDA contract HQ0276-10-C-0001. Successful achievement of Aegis BMD 6 will require modification of the LM MST developed (and soon-to-be-fielded) Aegis BMD Baseline 5.1 utilizing engineering, development, integration, and testing for compatibility with the USN's ACB20/TI16 development. Integration will be made in conjunction with LM MST. The technical data to key elements of the Aegis BMD Weapon System computer program are unavailable in a technical data package. IV. Requirements: a. Development of Aegis BMD 6 must take place to meet specific program milestones (i.e. System Functional Review, Preliminary Design Review, Critical Design Review) within the allotted contract period, and those development milestones must coincide with and align to the scope and development milestones of the USN programs with which Aegis BMD 6 will be integrated (i.e. DDG 51 Class Flight III ships, SPY-6 and ACB 20). The developer must present an ability to meet an aggressive development and integration schedule, including multiple element integration, while remaining within justified cost constraints. This capability must be demonstrable with/by documentation/product demonstration within the previous four (4) years. b. The contemplated, phased requirements for Aegis BMD 6 include the following: 1) Modification of existing and in-development Aegis B/L 9 capabilities, focusing on integration of Aegis BMD 6 into ACB 20, to include compatibility with the SPY-6 radar (currently under development by Raytheon) 2) Achieve tracking and discrimination improvements to counter evolving threats 3) Achieve raid defense in support of homeland/regional defense 4) Supplement deployed assets with Integrated Air and Missile Defense multi-mission capabilities c. Potential sources must have in depth knowledge of Aegis system requirements; specifically ACB12/TI12 software including the USN's AWS Common Source Library (CSL) and AWS equipment design, Aegis BMD Baseline 5.1, and be able to provide proof of an ability to integrate multiple software and hardware components. V. Other Information: a. North America Industry Classification System (NAICS) Code: 541712 Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology). Size standard for the NAICS code 541712 is 1250 employees. b. Contractor will be expected to provide qualified personnel capable of performing highly technical efforts to include but not limited to engineering, design, development, coding, integration, and test. Demonstrated performance in program and project management, to include risk management, and efficient business operations processes and practices is expected. Application of effective system and program security measures will be required. c. Contract type: Cost Plus Incentive Fee; Initial contract action is contemplated by June 2017 with an estimated period of performance of approximately two (2) years post contract award. A follow-on contract action through FY 2025 to complete the development and fully integrate Aegis BMD 6 Weapon System into/with the Aegis Combat System, ACB 20, the SPY-6 radar, and USN DDG 51 Class Flight III ships in preparation for ship Interim Operational Capability (IOC) - currently planned for CY 2023 - is also contemplated. VI. Requested Information: The Government is requesting interested sources to provide sufficient information in the form of a white paper which demonstrates recent experience (within four (4) years) of providing effort to meet the capabilities as noted in Section IV and V of this RFI. Interested sources are requested to submit a brief Summary of Demonstrated Capabilities (no more than 50 pages total) that addresses each of the items listed in Section IV. The response shall include previous scenarios, and examples of past projects and deliverables that demonstrate experience and success in each of the interest areas. If a particular interest area falls outside of previous experience, it should be acknowledged as being new and include a description of how it would be approached. In addition to providing a response for each interest area, interested sources must also address the following Market Survey Questionnaire: a. If so, provide contact information. 2) Is your company foreign owned, either directly or indirectly? If so, what is the country of origin? 4) Has your company implemented an Operations Security (OPSEC) Plan? 5) Does your company have experience with Program Protection planning? 6) Is your company currently able to transmit unclassified data in accordance with U.S. Government data encryption requirements? 7) Does your company have experience with compliance of DD 254 - Contract Security Classification Specification? If so, what procedures does your company use to enforce DD 254 compliance with subcontractors? 8) Does your company have the ability to operate and maintain a secure shared data collection site (manpower, estimate labor hours, contract deliverables, etc.) between contractor and Government? If so, what systems are used? 9) Any potential sources shall have, at a minimum, a valid accreditation from the Defense Intelligence Agency (DIA) or equivalent accreditation authority) at the TOP SECRET/Sensitive Compartmented Information (TS/SCI) level with TS/SCI safeguarding capability. The following questions shall also be answered as part of your submittal: i. Does your company have an accredited Sensitive Compartmented Information Facility (SCIF) and Letter? If yes, who is the accreditation authority? ii. When does the SCIF accreditation expire? Please provide a copy of the accreditation. iii. Does your company have experience with Special Access Programs? d. Core Competencies/Core Lines of Business for DOD-centric Research and Development 1) Briefly describe your company's demonstrated core competencies or existing lines of business under the realm of DOD Research and Development. 2) Interested sources may only provide one (1) submission per CAGE code. Multiple capabilities may be submitted within one (1) submission. All capabilities must be provided within the confines of the page limits provided in Section VI above. If your company has different business sectors which hold different CAGE codes, each sector can submit a capability package. In addition, each CAGE code must provide separate facility clearance documentation.
