Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is an Indian Small Business Economic Enterprise (ISBEE) set-aside. Under the Buy Indian Act, 25 U.S.C. 47, offers are solicited only from Indian economic enterprises (Subpart 1480.8) that are also small business concerns. Any acquisition resulting from this solicitation will be from such a concern. Offers received from enterprises that are not both Indian economic enterprises and small business concerns will not be considered and will be rejected. The Bureau of Indian Affairs (BIA) Eastern Oklahoma Regional Office intends to award a firm-fixed price contract in response to this Request for Quote (RFQ) on a Lift and Hoist System and Truck Bed for the Division of Natural Resources. The Lift and Hoist system and truck bed will be installed on the Division ¿s 2016 International Navistar 4x4. Evaluation will be based on Lowest Price Technically Acceptable. If the contractor is not local then the contractor shall furnish the necessary transportation, personnel, materials and equipment to deliver and unload the fully installed equipment to the BIA. The solicitation number for this procurement is A16PS00713 and is issued as a Request for Quote (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 05-74 dated November 1, 2014. The associated North American Industry Classification System code (NAICS) is 336211 Trucks and Truck Tractors, Wheeled, and the size standard is 1000 employees. PRICE SCHEDULE: the proposed pricing must be all inclusive plus all other costs pertinent to the performance of the contract. Installation must be included in quote. Please complete the following pricing schedule utilizing your most competitive and reasonable rate: This is a RFQ for: MUST MEET OR EXCEED LINE ITEM 010 - QTY: 1 COMPARABLE TO SWAPLOADER SL-220 4 YEAR WARRANTY, SLIDING JIB, SLIDE THROUGH BODY LOCKS, LARGE BEVELED REAR ROLLERS, DUAL PIVOT REAR SECTION, RUGGED MAIN FRAME, DUAL LIFT CYLINDERS, NYLATRON SLIDE PADS, LOW PRESSURE HYDRAULICS, INTEGRAL COUNTER BALANCE VALVES, MUST BE DESIGNED AND BUILT IN USA. HOOK LIFT SYSTEM: Minimum 22,000 pounds lifting and dumping capacity with the gross weight evenly distributed on the body. Hook lift shall be able to handle sub frame mounted bodies with lengths of 18 ¿-22 ¿ with the optimum body length being 18 ¿-20 ¿. Minimum lifting and dumping capacity of the hook lift hoist system must be achieved for all stated body lengths. Hook lift not to exceed 4330 LBS. Sub frame mounted bodies shall be supported with a pair of 6-1/4 ¿ minimum diameter outside flanged rollers at the rear of the hoist, and be adjustable to accommodate bodies with outside sub frame rail widths of 40-1/2 ¿ or 41-5/8 ¿. The hook rear roller dimension to be 193.81 ¿ in length. Hook lift shall be capable of being mounted to a truck chassis with and ¿effective ¿ cab-to-axle of 156 ¿-174 ¿ with 174 ¿ being the optimum dimension for weight distribution and stability. HOOK LIFT OPERATION: The hook lift telescopic jib shall be capable of hydraulically sliding the body horizontally on the chassis to adjust for weight distribution while remaining in the body locks and without lifting the body rails off the hoist frame. Tilting or articulating jib designs are not acceptable. Hook lift shall have a dual rear pivot section incorporated into the hoist design to allow for both a true dump truck operation, with the body secured to the hook lift via body locks during the entire dump cycle, and increased mounting leverage at the beginning of the lift cycle. Hook lift jib to reach rearward to the A-frame lifting bar by means of double articulating hinge points (dual rear pivot) incorporated into the hoist mechanism. All lift sections shall lock into a common rigid full-length frame to support the body when in a dump mode. This must be accomplished by mechanical operated latches, which lock the mast without relying on gravity or hydraulic operated locks to accomplish. Must have a jib lockout valve to prevent jib operation while in dump mode. Hook lift shall be designed to function through all modes, load/unload and dump, without the use of breakaway tabs and/or proximity switches. HYDRAULIC CYLINDERS: All hydraulic cylinders shall be double acting. Cylinders must be manufactured in the USA. Dual Dump/lift cylinders to be a minimum 6 ¿ diameter bore with 54 ¿ stroke and 3 ¿ diameter rods. Dump/lift cylinders must have dual integral counterbalance valves. No external or remote mount (connected by steel lines) counterbalance valve configurations to be accepted. Telescopic jib cylinder shall be a minimum 3.5 ¿ diameter bore with 48 ¿ stroke and 2.25 ¿ diameter rod. Telescopic jib cylinder must have a single integral counterbalance valve. No external or remote mount (connected by steel lines) counterbalance valve configurations to be accepted. HYDRAULIC SYSTEM: Direct mount gear type pump, 17.4 GPM at 1000 RPM, with a 2800 PSI maximum system operating pressure. 25 Gallon oil reservoir tank (minimum) is to have a sight gauge to indicate fluid level with integral thermometer. Must have a 100 mesh suction strainer with bypass relief. Must contain a return filter assembly; with replaceable 10 micron filter cartridge. Control valve to be stackable type with JIC 37 degree fittings, and contain an integral 2800 PSI relief valve. High Pressure hoses to be SAE 100R2 type AT, or equivalent, rated for 2800 PSI (min) working pressure with JIC 37 degree swivel fittings. Hydraulic fitting are to be SAE O-ring boss or JIC 37 degree type wherever possible; metric fittings are not acceptable. Dual control levers, cable operated, mounted in truck cab. Controls are to be spring centering type for safe operation. Hook lift hydraulic system shall be designed to allow for ease if integration into a Central Hydraulic package through maximum system operating pressures not to exceed 2800 PSI. MAINFRAME DESIGN: The mainframe of the hoist is to be constructed of a ¿Z ¿ rail configuration. The ¿Z: rail mainframe is to be a maximum of 8.5 ¿ in height and constructed of ¼ ¿ thick A572 50 KSI steel. Hoist ¿Z ¿ frame rails to include a minimum of 8 (4 per side) 11-3/4 ¿ x 2-3/4 ¿ x ½ ¿ Nylatron wear pads for body support. The Nylatron pads allow the bodies to slide back and forth horizontally on the ¿Z ¿ rail of the hoist with ease. Metal to metal contact (direct contact of the body sub frame rail on the hoist mainframe rail) will not be allowed. JIB HOOK DESIGN: Vertical Jib to be constructed of an 8 ¿ x 8 x 3/8 ¿ wall square tube of A50046 KSI steel. The fixed jib hook height shall be 53-7/8 ¿ from the bottom of the body sub frame rails to the bottom of the A-frame lift bar. Hook lift shall be able to pick up a body 5 ¿ below the grade of the truck chassis (presumes a 41 ¿ truck frame height). Jib hook to be permanently welded to jib. The adjustable jib hook shall be securely pinned at either 53-7/8 ¿ or 61-3/4 ¿. With the jib hook height set at the 53-7/8 ¿ position, the hook lift shall be able to pick up a body that rests 5 ¿ below the grade of the truck chassis. Either the fixed of adjustable jib hook to be designed to secure body to hoist without the need for a hook latch mechanism. PINS: All hook lift pins to be constructed of high-strength CFR steel bar; stainless steel pins are not acceptable. All pinned connections to be greasable to both lubricate the joint and flush out all contaminates. HOOK LIFT HOIST BODY LOCKS: Hook lift shall have passive integral slide through body locks to secure the body latch plates to the hook lift in both the dump and transport positions. The hook lift hoist body locks shall accommodate different length bodies and allow for weight distribution changes while remaining in the body locks when in the transport or dump cycle. Hook lift hoist body lock must be a bolt-on design. Prong style body locks are not acceptable. Hook lift body locks shall be designed to secure the body to the hoist during and overturn situation of the truck chassis. SUB FRAME: The A-frame of the body shall be designed to allow the hook lift operator to approach and load the body on the truck chassis frame from an angle. The sub frame mounted body shall have integral slide through latch plates installed on the outside of each long rail of the body to secure the body to the hook lift hoist in both the dump and transport positions, and to accommodate different length bodies or weight distribution changes while remaining in the body locks of the hoist. Slide through latch plates to be a minimum of 48 ¿ in length to allow the body to slide forward and back horizontally a minimum of 39 ¿ while remaining fully engaged in the hoist body locks. LINE ITEM 020: HEAVY DUTY TRUCK BED Specifications: must be 24ft long by 8 feet wide, wood flooring, metal cleats on sloped (angles) ramp surface for vehicle grip to load safely. The bed should also have a rolling system (wheels) on the end for easier movement of hoist system. Bed must be compatible with Swaploader SL-220 or (comparable) It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses. Offers received from enterprises that are not both Indian economic enterprises and small business concerns will not be considered and will be rejected. 1452.280-2 Notice of Indian Economic Set-Aside (JUL 2013) (a) Definitions as used in this clause. Indian means a person who is a member of an Indian Tribe or ¿Native'' as defined in the Alaska Native Claims Settlement Act (PL 92-203; 85 Stat. 688; 43 U.S.C. 1601). Indian Economic Enterprise means any business activity owned by one or more Indians or Indian Tribes that is established for the purpose of profit, provided that: (i) The combined Indian or Indian Tribe ownership shall constitute not less than 51 percent of the enterprise; (ii) The Indians or Indian Tribes shall, together, receive at least a majority of the earnings from the contract; and (iii) The management and daily business operations of an Indian economic enterprise must be controlled by one or more individuals who are members of an Indian Tribe. To ensure actual control over the enterprise, the individuals must possess requisite management or technical capabilities directly related to the primary industry in which the enterprise conducts business. (e) Non-responsiveness. Failure to provide the information required by paragraphs (c) and (d) of this clause may cause Indian Affairs to find an offer non-responsive and to reject it. (1) Participation in the Mentor-Protégé Program established under section 831 of the National Defense Authorization Act for Fiscal Year 1991 (25 U.S.C. 47 note) does not render an Indian economic enterprise ineligible for contracts awarded under the Buy Indian Act. (2) If a contractor no longer meets the definition of an Indian economic enterprise after award, the contractor must notify the CO in writing. The notification must include full disclosure of circumstances causing the contractor to lose eligibility status and a description of any actions that the contractor will take to regain eligibility. Failure to give the CO immediate written notification means that: (i) The economic enterprise may be declared ineligible for future contract awards under this part; and (ii) Indian Affairs may consider termination for default if it is in the best interest of the government.
