- The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA is soliciting on a sole source basis to Strike Force Consulting a Service Disabled Veteran Owned Small Business in accordance with FAR 19.1406 and FAR 6.302-5(b)(6) for support to the F-18 Training Technical Program Office and the The Tactical Operational Flight Trainer (TOFT) requirements at China Lake, CA. The Government intends to modify the current contract, N68936-14-C-0091, to add an additional EA-18G Electronic Warfare Officer (EWO) Subject Matter Expert (SME) due to an increase in work, estimated 5,600 labor hours over the remaining three year period of performance. Performance Work Statement (PWS) covers support for the Tactical Operational Flight Trainers (TOFT) Technical Program Office (TPO) by providing interface with VX-9, VX-31, VFA-122, VFA-106, VAQ-129, VMFAT-101, Advanced Weapons Lab (AWL), PMA205 Training Systems Program Office and Program Management at Naval Aviation Warfare Center, Training Systems Division (NAWCTSD). Tasking will include: develop test exercise geometry and constraints necessary to implement test scenarios to verify and validate TOFT125, TOFT25 and SimuStrike02 simulators meet fleet expectations, specific to the Systems Configuration Set (SCS) under test and ensure they are aligned to NAVAIR requirements for RDAT&E and training purposes for the F/A-18, F/A-18E/F and EA-18G; participation in developmental testing on TOFT125, TOFT25 and SimuStrike02 to evaluate technical performance under controlled conditions and in representative operations environments. Some travel will be required. Required skills/experience include: minimum of 2,000 hours of F/A-18A/B/C/D/E/F Hornet, Super Hornet experience and a minimum ten years experience in test, evaluation and acquisition. The Electronic Warfare Officer (EWO) Subject Matter Expert must have a minimum of 2,000 combined hours in the EA-6B Prowler and/or the EA-18G Growler aircraft and a minimum of five year experience and knowledge of the operations of the electronic warfare systems. In addition, qualified candidates must have a Bachelor's Degree in an Engineering field from an accredited academic institution and have and maintain a SECRET clearance.
