- RFP This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The attached solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. Please find the attached formal request for proposals (RFP). This procurement available for full and open competition. The solicitation number for this RFP is W913E5-16-R- 0004. The associated North American Industry Classification System (NAICS) code is 562111 - Solid Waste Removal, which has a size standard of $38,500,000. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for refuse removal services at its Hanover, NH facility. This RFP will result in the award of a firm fixed-price contract for one (1) base year and four (4) option years. The contractor shall provide services and materials necessary to accomplish the tasks described in Section C, Performance Work Statement (PWS).Evaluation Factors: Technical capability to meet the government's requirements; price. Technical Capability: a. Proposals shall demonstrate offeror's ability to supply the required dumpster sizes and types identified in the PWS. b. Proposals shall demonstrate the offeror's ability to execute the weekly pick-up schedule referenced in the PWS. c. Proposal shall demonstrate how collected refuse will be disposed of IAW with all applicable local, state, and federal laws and regulations. Pricing: Incomplete proposals will be non-responsive and will not be considered for award. The fixed prices, if deemed fair and reasonable by the Government, will be become part of the resulting contract. Responses to this notice are due no later than Tuesday 10 May 2016 12:00 PM EST to: William.A.McFarland@usace.army.mil Telephone responses will not be accepted. *Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete both FAR and DFARS representations and certifications.
