PRESOLICITATION NOTICE Action Code: Z Date: June 7, 2016 PSC: Z2JZ Request for Quotation No. P16PS01347 Replace HVAC and Plumbing, Building 222 Crater Lake National Park, Klamath County, Oregon DESCRIPTION: The National Park Service (NPS), Point Reyes Major Acquisition Buying Office, intends to issue Request for Quotation (RFQ) P16PS01347 to solicit quotes for the removal and replacement of a boiler at the Community Center, Building 222, Crater Lake National Park, located in Klamath County, Oregon. The work will consist of providing all labor, qualified supervision, materials, tools, equipment, supplies, technology and incidentals for the removal of an existing oil-fired boiler located on the second floor and the installation of a new heating and ventilation system; demolition of floors and walls for installation of new plumbing (domestic hot and cold water supply, drain waste and vents); installation of new rough plumbing system (not including fixtures and finishes); and supporting electrical power and controls for a fully operable HVAC system. All work will be performed in accordance with applicable Federal and State regulations, codes and standards. TYPE OF CONTRACT: This will be a single firm-fixed price construction contract and expected to be awarded mid-August 2015. Award will be made to only one successful offeror. Construction Wage Rates (Davis-Bacon Act) will apply. PERIOD OF PERFORMANCE: The period of performance will be ninety (90) calendar days from the date the Notice to Proceed is received by the Contractor. MAGNITUDE OF PROJECT: Between $25,000 and $100,000. NAICS CODE: The North American Industry Classification System (NAICS) Code assigned to this solicitation is 238220. SET ASIDE: This opportunity is a total Small Business set aside. SMALL BUSINESS SIZE STANDARD: $15 million. SITE VISIT: A site visit date and time will be announced in the forthcoming solicitation which will be issued on or about June 23, 2016. Offerors are encouraged and expected to attend the scheduled site visit, to inspect the site, and the conditions that may affect the cost of the products and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. PUBLICIZING: The official solicitation package (RFQ) and its attachments will be issued and available on or about June 23, 2016 and will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov, and on the FedConnect website at https://www.fedconnect.net. The Contracting Officer will not provide hardcopies or email copies of the solicitation. It is the responsibility of the interested parties to monitor the FBO and FedConnect websites to download the solicitation, specifications and drawings, other attachments, and all amendments issued against the solicitation. This pre-solicitation announcement does not constitute a solicitation. RESPONSE TIME AND AWARD: Response time for submission of all quotations will be announced in the forthcoming solicitation. All responsible sources may submit a quotation which shall be considered by the National Park Service. REGISTRATION: All offerors are to have a Dun & Bradstreet number, be registered and active in the System for Award Management (SAM) at https://www.sam.gov, have a NAICS Code of 238220 listed in their SAM profile, and have completed their Online Representations and Certifications in order to be awarded a contract. Failure on the part of the successful offeror to fulfill these requirements by the time the Contracting Officer makes award may result in award of the contract being made to the next otherwise successful offeror.
