- Attachment 2-Market Survey Attachment 1-Draft Performance Work Statement Description: The Mission and Installation Contracting Command-Joint Base Lewis-McChord (MICC-JBLM) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Installation Support Services on Fort Irwin, California. The intention is to procure these services on a competitive basis. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The purpose of this notice is ONLY to invite interested vendors to submit capability statements demonstrating their ability to provide the listed services. DISCLAIMER: This sources sought notice is submitted in accordance with FAR52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997). This sources sought is for informational purposes only. This is not a "Request For Proposal (RFP)" to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future request for quote (RFQ) or invitation for bid (IFB) or RFP, if any issued. If a solicitation is released, it will be synopsized on the government-wide point of entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. Place of Performance is Fort Irwin, California located in San Bernardino County, California. The estimated period of performance consists of a one-year base period plus four (4) one-year option periods with performance commencing in November 2017. Specifics regarding the number of option periods will be provided in the solicitation. The contract type is anticipated to be cost-plus-fixed-fee. The Level of Effort for five (5) years is estimated at 3,266,250 man-hours. The proposed contract is anticipated to include taskings that would be accomplished by labor categories that are subject to the Service Contract Labor Standards, Wage Rate Requirements (Construction), and/or a collective bargaining agreement (s). Program Background: National Training Center (NTC) Fort Irwin, California is located in San Bernardino County, California. Fort Irwin consists of approximately 753,537 acres and 6,971,497 Square Feet (SF) of total building space. The population base consists of approximately 4,890 active military, 5,629 (average) rotational military, and 5,000 Government civilian and Contractor personnel, and 7,433 resident family members. Fort Irwin is a remote installation located in the Mojave Desert, approximately 37 miles northeast of Barstow, California. Required Capabilities: Provide all resources and management necessary to perform Installation Support Services for the National Training Center (NTC), Fort Irwin, CA. A DRAFT Performance Work Statement (PWS) is included in this announcement (Attachment 1). Functional areas included in the work to be performed under this DRAFT PWS are areas such as: a. Mail Services b. Army Records Information Management System Services c. Various Operation Center Services d. Fire Protection and Emergency Services e. Health Care Facilities Repair and Maintenance f. Custodial Services g. Government Owned Equipment Maintenance Operations h. Housing Management i. Grounds Maintenance j. Facilities Maintenance (Vertical and Horizontal) k. Liquid Propane Gas Storage and Distribution System -Operations, Maintenance, and Repair l. Street Related Horizontal Maintenance m. Electrical Services n. Heating and Cooling Services o. Water and Waste Water Services p. Pest Management and Control Services Special Requirements: The following list are aspects that may be unique to Government contracts. • Personnel and Facility Security Clearances- A DD Form 254 Contract Security Classification Specification shall apply to this requirement. Specifically identified contractor employees will require a Secret Facility Clearance. • Service Contract Labor Standards (formerly known as the Service Contract Act of 1965) • Government-Furnished Property Plan • Wage Rate Requirements (Construction) (formerly known as the Davis Bacon Act) Eligibility: The applicable NAICS code for this requirement is 561210 with a Small Business Size Standard of $38.5 Million. The Product Service Code is S216. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Instructions to Interested Parties. Interested parties are requested to submittal a capabilities statement of no more than ten (10) pages (page size 8-1/2" x 11") in Times New Roman font of not less than 10 pitch in either Microsoft Word or Portable Document Format (PDF). The deadline for response to this request is no later than 4:00 p.m., Pacific Daylight Time (PDT), 8 July 2016. All responses under this Sources Sought Notice must be submitted via e-mailed to ianthe.m.stevens-ford.civ@mail.mil AND linda.j.murphy.civ@mail.mil with the Subject Line of: "Fort Irwin-Installation Support Services Sources Sought Notice -ATTN: Ianthe Stevens-Ford". Attachment 2, Market Survey, includes the requested information under this Sources Sought Notice. This documentation must address at a minimum each of the two (2) Parts, Part I-Company Profile Information and Part II - Company Capabilities. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. At this time, the Government will not acknowledge questions concerning the DRAFT PWS (Attachment 1); however, interested firms may submit comments about the PWS. The Government will not post responses or answers to submitted comments, questions, or recommendations. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
