- Family Advocacy Program Support Services The contractor shall furnish qualified professional, managerial, administrative, supervisory, and support personnel necessary to ensure that comprehensive community education and training preventive services including primary, secondary and tertiary prevention services, related to the primary risk factors for maltreatment and neglect, are provided in support of the Army Family Advocacy Program (FAP), Army Community Service (ACS), Directorate of Family, Morale, Welfare, and Recreation (DFMWR), and U.S. Army Garrison, Hawaii. The Period of Performance is anticipated to be: Base Year: 25 September 2016 - 24 September 2017 Option Period One: 25 September 2017 - 24 September 2018 Option Period Two: 25 September 2018 - 24 September 2019
