Description

The Network 22 Contracting Office intends to negotiate a sole source procurement with Provation Medical Inc, located at 800 Washington Ave N. # 400, Minneapolis, MN 55401. This shall be in accordance with Far Part 12 with VA San Diego Healthcare under the basis of other than full and open competition pursuant to authority 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." However, in accordance with FAR Part 5.207(c) (16) (ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.. The North American Industrial Classification (NAICS) for this effort is 511210. VA San Diego Healthcare System has a requirement to maintain the ProVation software by: performing corrections of reported failures to substantially conform to software specifications, furnishing new modules if there is no additional license fee, and providing versions, revisions, updates or upgrades that are distributed under maintenance. Separate installation, implementation, and other service expenses in connection with the updates shall be provided under a separate purchase order. Vendor shall provide telephone support services. Vendor shall provide remote access service support pending VA Information Security Officer (ISO) approval of remote network access. The period of performance for software license renewal, support, and maintenance shall be date of award through 12 months. The anticipated award date is June 22, 2016. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines that it can meet the Government requirements may give written notification through e-mail to Brian Van Orman@ VA.Gov. no later than June 20, 2016, by 12 PM PST. No telephone responses will be accepted. Information received will be for purpose of determining whether or not to conduct a competitive procurement. The determination is solely within the discretion of the Government. Any response to this notice must show clear convincing evidence that competition would be advantages to the Government.
