Performance Work Statement Request for Information (RFI) Title of Requirement: CIO/G6 Data Analysis RFI Due Date: 15 June 2016 at 1300 US CST NAICS Code: 541513, Computer Facilities Management Services* *If you have any suggestions on an alternate NAICS code, please submit it with your response. Place of Performance: All work will be performed on the Government's specified environment Estimated Period of Performance: Eight weeks. To begin o/a 05 July 2016 Contracting Office: Army Contracting Command - Rock Island 1. Purpose of RFI: The CIO/G6 in support of the Enterprise Licensing Division is seeking information on how an interested contractor could process raw inventory data from software discovery tools that includes: SCCM, HBSS, SOLARwinds, IBM Big Fix, CA Spectrum, Symantec Altris, BelArc Manager, BMC ADDM to produce normalized software inventory report with limited or no redundancy for each host machine. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The purpose of this RFI is to invite all interested vendors to submit a written response to this RFI for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This RFI is issued solely for information and planning purposes and does not serve to bind the U.S. Government in any way. Interested parties are cautioned that this RFI is for information and planning purposes only, and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. At this time, the USG is not seeking proposals and will not accept unsolicited proposals. Please note that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. The U.S. Government is not obligated to respond to submissions in response to this RFI. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2. Background: Office of the Under Secretary of Defense memorandum "Strategy for Internal Use Software Audit Readiness" establishes policy guidelines for achieving audit readiness for Internal Use Software. As a result of these guidelines, the Army CIO/G6 is conducting an audit of all Army software licenses to create an inventory of software installed on its enterprise network. To achieve this, raw software asset data collected from all available Army discover tools that includes SCCM, HBSS, SOLARwinds, IBM Big Fix, CA Spectrum, Symantec Altris, BelArc Manager, ADDM will need to be normalized to produce a rational software inventory report of all the software titles. The required report must be in a format that is importable into a third party database such as Oracle. In addition, data normalization must produce results with limited or no redundancy for each of host machine reported in source data. The Army will provide software asset discovery data from up to 1.9 million end-point devices including physical and virtual hosts. 3. Synopsis of Requirement: The attached draft Performance Work Statement (PWS) details the requirement. 4. Instruction to Interested Parties Interested Parties who feel their firm possesses the capabilities to satisfy this requirement should submit capabilities statement demonstrating their abilities to meet the PWS requirements and include the information identified below. 4.1 References / Experience. i. Three references with contact information from previous clients who can provide feedback on previous performance in the same or related institutional support service areas. ii. Past Experience with providing software asset data normalization work using raw discovery tool data, include results/outcomes and how long your company has been providing these types of services. iii. List up to five projects (completed within the last ten years) that demonstrate the Vendor's in-house experience managing and implementing projects that contain the functions and tasks identified in the attached PWS. For each project include: a. Scope of work b. Total U.S. dollar value c. Period of performance d. Funding organization/company e. Experience/qualifications and structure of firm's/organization's management team 4.2 Capability Statement. Provide information confirming your company has the capabilities to provide services to support the attached draft PWS. Capability Statement shall include: i. Process, procedures and tools that will be used to perform the work. ii. Define "normalization" using asset discover tools iii. Provide documentation that your firm can provide personnel that possess the required qualifications and experience. iv. Identify the software normalization library(s) will be used to perform this work, if any? v. A list of all discovery tools that your services can normalize to produce filtered and rationalized list of software titles from provided raw data. vi. Procedures to perform post-process normalization work if the initial normalization work is unable to normalize raw data for a particular software vii. Provide the technical requirements for your firm to host and run normalization software to ingest and process two to three terabytes of raw discover data. viii. Describe the output validation process and the documents that would be submitted to ensure that the work is being performed with accuracy. ix. Proof of final Secret Facility Clearance (FCL) from the Defense Security Service (DSS) Facility Clearance Branch (FCB) at time of award. x. Estimated timeframe to complete the work identified in the PWS. 4.3 Each submission shall include a cover page containing the following information (cover page does not count as the 15 page limit): i. Name, mailing address, phone number, fax number, and e-mail of designated point of contact. ii. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business) based upon the above NAICS Code. 4.4 All documents shall be submitted electronically in Microsoft Word or PDF format. Responses shall be limited to 15 pages. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 5. Due Date and Time: All capability statements and supporting documentation sent in response to the RFI must be submitted electronically via email to Jacob Toft at jacob.j.toft.civ@mail.mil and Kait Rasdon at kaitlin.h.rasdon.civ@mail.mil no later than 1300 US CST on 15 June 2016. This RFI is being sought strictly for the purpose of gaining knowledge of available services and solutions and should not be construed as intent, commitment, or promise to acquire such services or solutions.
