Description
Wage Determination MI Wage Determination PA Wage Determination IL SOW - Revision 1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. In accordance with FAR Subpart 6.2, this procurement will utilize full and open competition after exclusion of sources. Specifically, this procurement will be executed via Task Orders under 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns in accordance with FAR 6.206, which allows Contracting Officers to set-aside solicitations to fulfill the statutory requirements relating to the Veterans Benefits Act of 2003 (15 U.S.C. 657f). The associated NAICS code is NAICS 541620 - Environmental Consulting Services and the size standard is $14.0 Million. Only quotations submitted by Service Disabled Veteran Owned Small Business concerns will be accepted by the Government. Any proposal submitted by a vendor that is not a Service Disabled Veteran Owned Small Business concern will not be considered for award. The scope of this Request for Quotation and any subsequent Task Orders is to procure services to perform two distinct tasks for multiple Forest Service administrative units: Environmental Compliance Audits; and 2) Optional Post Audit Corrective Action Assistance. Market research revealed a deep pool of Service-Disabled Veteran-Owned Small Businesses capable and interested in delivering this requirement, and these Task Orders will be 100% set aside for SDVOSBs. Task Orders will therefore contain the appropriate clauses from the list below: • 52.219-13 Notice of Set-Aside of Orders (NOV 2011) • 52.219-6 Notice of Total Small Business Set-Aside (NOV 2011) • 52.219-14 Limitations on Subcontracting (NOV 2011) • 52.219-27 Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside (NOV 2011) • The Award SDVOSB Contractor(s) shall provide all personnel, labor, equipment, safety and personal protective equipment, materials, supervision, and transportation needed to perform the necessary contract management, environmental compliance audits, post audit assistance, and associated deliverables in accordance with these specific Task Orders. Date, Time, and Place Quotations are Due: The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 04:30 p.m. Central Time on Thursday, June 30, 2016. FAR 52.217-8 Option to Extend Services. The contract shall be established with a base year up to four (4) option years. The preliminary notice does not commit the Government to an extension. Offerors are encouraged to be actively registered with the System for Award Management (SAM) at www.sam.gov prior to award. Quotation Submission, Rating and Evaluation: Technical proposals are limited to 20 Pages, which does NOT include resumes and related supporting documentation. It is preferable that proposals should be submitted in a.PDF format and sent via electronic mail or on a readable electronic media disk (i.e. CD, DVD) sent through a nationally recognized mail carrier or courier service by the closing date and time. Full hard copies of the proposal will be accepted but must be accompanied with an electronic copy of all files contained within the proposals that can be downloaded into an electronic records management system. Documents and Appendices: The "Additional Documents" link will allow interested offerors to view all applicable documents and instructions for this requirement. NOTE TO OFFERORS: All proposals packages must be completed by the response deadline. Any incomplete packages submitted by offerors will not be considered for award.
