Description
Notice of Intent to Issue Sole Source Modification - DE-NA0001175 The U.S. Department of Energy, National Nuclear Security Administration, intends to issue a modification to extend Contract DE-NA0001175 for 26 months, on a sole-source basis using the statutory authority 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,' to BWXT Nuclear Operations Group, Inc. (BWXT NOG) of 11525 N. Community House Road, Suite 600, Charlotte, NC, 28277, to continue the Processing of Enriched Uranium Scrap for the NNSA Production Office (Y-12). BWXT has been identified by NNSA's market research as the only responsible source because it is the only known non-governmental U.S. entity that has demonstrated ability to perform the required uranium scrap processing. Over the 26 month period of performance of the extension, the contractor shall receive up to 513 kilograms of various enriched uranium scrap, chemically process the enriched uranium to recover the uranium, purify and convert the uranium to a form meeting the chemical specification of the Contract, and prepare the product for shipment to DOE. The maximum quantity of scrap or forms identified in the current Performance Work Statement (PWS) to be processed under the Contract will not change, and will remain at 2 metric tons enriched uranium. This notice serves as notice of intent to award a modification under the current contract and is not a request for proposals and no solicitation is forthcoming. However, responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and capability statement by 12:00pm Eastern Daylight Time (EDT), Thursday, June 23, 2016 which will be considered by the agency. NNSA will not be responsible for any costs incurred in response to this notice. Capability statements shall be submitted via the Message function in FedConnect (located at https://www.fedconnect.net). FedConnect is owned and operated by Compusearch Software Systems, Inc. DOE/NNSA does not provide technical support for FedConnect. Capability statements submitted via a method other than FedConnect's Message function will not be considered. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This notice in no way obligates the Government to award any modification to the existing contact.
