- Request for Information (RFI), Small business capable of responding to a natural disaster or disease outbreak. BACKGROUND: The United States Department of Agriculture, Animal and Plant Health Inspection Service, Veterinary Services, National Veterinary Stockpile (NVS) is the nation's repository of critical veterinary supplies and equipment. It exists because of the nation's concern after 9/11 that terrorists could release animal diseases of catastrophic proportions that would deplete State and local response inventories, and prevent unaffected States from providing significant help for fear of the threat crossing their borders. Homeland Security Presidential Directive-9 (HSPD-9) directed Secretary of Agriculture in 2004 to establish the National Veterinary Stockpile in order to Augment state resources by being capable of deploying "sufficient amounts of animal vaccine, antiviral, or therapeutic products to appropriately respond to the most damaging animal diseases affecting human health and the economy" within 24 hours The National Veterinary Stockpile (NVS) is seeking to identify small businesses who are highly trained and self-sufficient with the capability to respond to a natural disaster or animal disease outbreak utilizing NVS or internal equipment as required, PURPOSE AND OBJECTIVES: The primary objective of issuing the RFI is to notify the public that USDA APHIS, NVS is seeking Small businesses who can provide the following: • Emergency response support services - depopulation, disposal, and decontamination services • Storage of NVS supplies, equipment, and ancillary items as requested • Conduct Maintenance and Maintain NVS equipment at 100% operational readiness posture ensuring it is operational and deployable at all times. • Properly and safely transport, operate, and deploy equipment • Capable of providing and transporting water • Capable of accessing, transporting and disposing of carcasses and supplies in various landfills across the United States. • Capable of providing or renting equipment such as porta johns, skid steers, dumpsters, frac tanks. GENERAL INFORMATION: No written responses or inquiries are being accepted at this time. All the pertinent details pertaining to the requirement will be on the (RFP) Request for Proposals. All interested parties are encouraged to be on the lookout for the release of the solicitation sometime around the first or second week of July. The solicitation number will be AG-32KW-S-16-0057.
