Description
Request for Information to Industry: This is a Request for Information (RFI) to be used for market research purposes in accordance with Federal Acquisition Regulation (FAR) 15.201(e). This is not a Request for Proposal (RFP). This notice is issued solely for informational and planning purposes and it does not constitute a promise to issue an RFP in the future. Responses to this RFI are not considered offers or proposals and the government will not award a contract based on this RFI. The Government is not soliciting for proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for the information submitted in response to this RFI or any costs incurred in responding to this RFI. All costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. If an RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responder to monitor the website for additional information pertaining to this requirement. The Government seeks industry comments on the following documents: 1. TRI BAND vehicular ANTENNA SPEC DRAFT v1 20160129 2. MUOS VOTM ANTENNA SPEC_DRAFT v1 20160121 3. Packable Mast ANTENNA SPEC_v1 DRAFT 20151210 To access the above documents, industry respondents shall request approval through Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Contract Specialist Allison Gregory, at allison.a.gregory2.civ@mail. The government will review the respondent's request for access to determine whether or not the document will be released. The document will only be made available to U.S. DoD Contractors with a current CAGE code, and which do not have any exclusions noted in the System for Award Management (SAM) application at www.sam.gov. Respondents shall provide their CAGE code with their request for access. The purpose of these specification documents is to assure that future antennas procured for the dismounted configuration and mounted configurations in Army tactical ground vehicles provide sufficient technical measures to enable deployed tactical communications systems to meet integrated systems performance goals. The comments/responses on the documents provided as instructed above are requested to be submitted to the Contract Specialist, Allison Gregory, at allison.a.gregory2.civ@mail no later than 2:00 PM Eastern on 30 June 2016. The comments/responses shall be in MS Word or Adobe PDF formats. Questions from industry respondents regarding this RFI may only be submitted in writing by e-mail to the Contract Specialist. No telephone requests or questions will be accepted. None of the information provided shall contain any classified material or classification markings. Interested parties are requested to provide company information, comments and questions in the attached format, except that any additional information on the Company Info sheet may be in a separate attachment. The government will accept any additional information related to antennas that are meant to function in the class of environment intended by this specification, or that help clarify your comments to this specification. There is no page limit on the material that is provided, except that transmittals by e-mail must be contained in a message less than 10MB in size. The government will accept up to two (2) separate email messages from any industry respondent entity. This is not a market survey at this time. The information provided by interested parties may be used by the Army in developing its acquisition strategy, Statement of Work/Statement of Objectives and Performance Based Specification. All communication to industry will be posted to FBO. This includes updates to the draft specification, announcements for market surveys and other pre-solicitation activities as defined in FAR 15.201(c).
