Description
THIS IS NOT A SOLICITATION, INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), OR A REQUEST FOR PROPOSAL (RFP). This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The NAICS code is 611512 with a $27.5M size standard. The Mission and Installation Contracting Command, Fort Bragg, NC is conducting this Sources Sought in support of Market Research to find out if there are any businesses capable of providing UH-60M Pilot Training. The contractor will be responsible for providing all necessary labor, materials, facilities, and travel to accomplish this requirement. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The type of solicitation to issue or type of set-asides will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. DESCRIPTION OF THE REQUIREMENT: Security Assistance Training Management Organization (SATMO) Taiwan National Airborne Service Corps (NASC) CONUS UH-60M Pilot Training. The Contractor shall provide academic, hands-on, simulated flight and flight training at their CONUS training facility to meet NASC training requirements. Training shall consist of a series of formal pilot courses of instruction conducted by the Contractor. Pilot training shall be conducted using a Contractor-provided UH-60M Simulator (or S-70i Flight Simulator) and NASC-provided UH-60M aircraft. CAPABILITY STATEMENT / INFORMATION SOUGHT: Interested organizations must provide clear and convincing documentation of their capability of meeting the requirement specified in the attached DRAFT Performance Work Statement (PWS). Interested organizations that believe they possess the ability to provide the required service must submit the following: (1) Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. (2) Identify whether your firm is interested is competing for this requirement as a prime contractor or not. Identifying subcontracting, joint ventures or teaming arrangement that will be pursued, if any. (3) Capability Statement, which includes the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. The Government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. (4) Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination such as security clearances, lead time for implementation. (5) The following questions must be answered in any interested organization's response: a. Section 1.4.8 of the DRAFT PWS states that, "the simulator should be used for no less than 60% of pilot training flight hours." Please describe how your company plans to provide the required simulators for this training. b. Performance shall take place at the Contractor's training facilities and local flight training area. Please state where your organization's training facility and flight training areas are located. (6) Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Please contact the MICC Advocate for Competition, Dean Carsello, at dean.m.carsello.civ@mail.mil or 210-466-2419, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. (7) Recommendations to improve the approach/specifications/draft PWS/PRS to acquire the identified training.
