- Under contract to the U.S. Department of Energy, the Fermi National Accelerator Laboratory (Fermilab) is developing and leading the Long-Baseline Neutrino Facility (LBNF) Project, which will provide infrastructure necessary to enable a world-class international program in neutrino physics. Specifically, the LBNF Project plans to build a new high-intensity neutrino beam at Fermilab aimed at large liquid argon-based neutrino detectors planned to be located at the Sanford Underground Research Facility (SURF) in Lead, SD. In support of the Deep Underground Neutrino Experiment (DUNE), the LBNF Project will construct Conventional Facilities (CF) on the surface and a mile deep underground on the 4850-foot level at SURF that provide infrastructure needed to support the neutrino detectors. To construct LBNF facilities at SURF, Fermilab intends to procure a Construction Manager/General Contractor (CM/GC) through a competitive, best value procurement. The LBNF CM/GC work will be structured in distinct phases: - Base Subcontract : includes preconstruction construction management services; - Options 1A and 1B : includes CM/GC Services and execution of the construction of the CF at SURF; - Option 2 : construction management and logistics coordination only of the cryogenic infrastructure systems and detectors to be installed at SURF through separate contacts held by Fermilab and its partners. During Base Subcontract, the CM/GC will provide support services to LBNF and its existing architecture and engineering team including recommendations on selection of materials, building systems and equipment, construction feasibility, logistics management, value engineering, and factors related to construction, plus cost estimates and schedules, including estimates of alternative designs or materials. The CM/GC will also identify sub tier bid lists, develop complete scope packages for self-performed work and sub tier bid packages, provide recommendations for actions designed to minimize adverse effects of labor or material shortages, time requirements for procurement and installation and construction completion. Design (for facility or experiment) is not within the CM/GC scope. During Options 1A and 1B, the CM/GC will manage and execute underground excavation, excavated rock removal, and all infrastructure and utilities to support the experiment such as power, communications and controls, HVAC, plumbing, and surface facilities to house cryogenic equipment and support DUNE personnel. Draft Request for Proposal (RFP) : In order to facilitate early planning and allow the potential offeror's to become familiar with the project documents and requirements prior to the release of the RFP, Fermilab is providing a draft of the RFP. This documentation is provided for information only. Questions and comments will be accepted but no responses that would modify the documents will be issued. The purpose of releasing the draft RFP is to allow potential offerors to become more familiar with the project documents and requirements in order to facilitate early planning in preparation for the pre-proposal conference and proposal preparation. Schedule : LBNF currently expects to begin final design work of CF in the fourth quarter of calendar year 2016. The formal RFP is anticipated to be released within the next 30 days pending Department of Energy authorization. Onsite Pre-proposal Conference is tentatively scheduled to be held on 07/19/2016 - 07/20/2016. Award of the base subcontract is expected to occur in the fourth quarter of calendar year 2016 with preconstruction activities starting immediately. Construction activities at SURF through the CM/GC contract are expected to begin by mid-2017. Basis for Award : CM/GC proposing firms / teams will need to demonstrate extensive experience in heavy civil underground construction and have the capacity, expertise, and experience to successfully deliver the LBNF CF at SURF with a high degree of safety.
