Description
The Food and Drug Administration intends to issue a sole-source purchase order to Base Pair Biotechnologies at 9307 W. Broadway, Suite 390, Pearland, TX 77584. The anticipated purchase order is a logical follow on to purchase order HHSF223201510456P to continue to work collaboratively with FDA on conducting research that can protect national health and security through the FDA Medical Countermeasures Initiative. In order to protect the public health and the nation's food supply from the notorious biological agent (ricin) FDA have a need to develop sensitive assays/tests that can detect the harmful toxin. This request is for the validation of DNA aptamers that can bind to ricin with high affinity. These aptamers will be used as capture tools in a future more elaborate detection method. Additional studies are required to confirm the identified aptamers can bind the ricin holotoxin not just the B-chain of ricin. Additionally the ability of the aptamers to function as a future detection tool will be determined by comparing the binding affinity of each aptamer for ricin in buffer and in three different food matrices, a previously published aptamer will be tested in parallel. Award will be made in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements using Simplified Acquisition Procedures per FAR Part 13.5. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement within seven (7) days after the publication of this synopsis, which will be considered by the agency. Responses received after seven (7) days or without the required information may not be considered. A determination by the Government not to compete as a result, of information received is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
