- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR THE PURPOSE OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 541513 - Computer Facilities Management Services with a size standard of $27.5 Million. 1. Introduction The Missile Defense Agency (MDA) has a requirement for engineering, architecture, operation and maintenance of existing and future video teleconference (VTC), collaboration equipment/systems, information sharing systems/applications (e.g. MS SharePoint), and end-user (office automation and common applications) training in the following supported locations: - The National Capital Region (NCR), which is located in the Washington, DC metropolitan area and includes offices in Arlington, Falls Church, Fort Belvoir, and Dahlgren, VA. - Schriever AFB, CO - Redstone Arsenal, Huntsville, AL, multiple office locations within the Huntsville region - Kirtland AFB, NM - Fort Greely, AK - Edwards AFB, CA - Vandenberg AFB, CA - Potential future sites: - Other CONUS and OCONUS locations (TBD) Subject services are currently being provided under a single MDA contract. This contract will expire in November 2017 and will be replaced with a follow-on contract. 2. Background The purpose of this SS/RFI is to provide Market Research related to this requirement. The MDA is the headquarters/acquisition agency tasked to develop and field a ballistic missile defense capability for the United States and the Department of Defense (DoD). This includes management of critical assets and a missile force that is geographically separated not only within the NCR, but also throughout the United States and around the world. This geographic dispersion is one of the greatest challenges facing the agency. VTC Services (e.g. Video teleconference, specialized video distribution systems, telepresence), Portal Services (e.g. MS SharePoint), systems, applications, and end-user training are critical capabilities for the MDA that supports centralized cost-effective program executive decision analysis, performance assessment, agency collaborative management and rapid unified reporting to the President, Secretary of Defense, and Combatant Commanders. These activities and actions relating to MDA events often require long-distance coordination, collaboration and discussion in real-time. They do not allow for periods of VTC or data sharing systems/applications downtime in excess of a few minutes without impacting cost and mission execution. Potential offers should take into account support requirements as they relate to high availability for Unified Communications, and Portal and Data services at all supported locations when responding to this notice. 3. Description The primary requirement is to provide cybersecurity compliant support services for current, transitioning and future collaboration systems and equipment including: Programmatic management, operations, scheduling and maintenance of Unified Communications equipment/systems (VTC, telepresence, auditoriums and presentation centers), project management, planning, design (including architecture and engineering), and implementation of VTC and collaboration systems, equipment and applications. Develop, operate and maintain the Unclassified and Classified MDA Knowledge Online (MKOs) collaboration systems (MS SharePoint environments). Provide end user training for VTC, collaboration systems, applications and productivity tools. For Unified Communication services, MDA currently utilizes IP based video conferencing platforms and has standardized systems on CISCO products and operating systems. MDA utilizes AMX control systems for conference room and integrated multimedia venues (e.g. Auditoriums, Presentation Centers, War Rooms etc.) allowing control of all audio/video equipment. These enterprise services are supported virtually to the greatest extent possible within the Video Services Operations Centers (VSOC) at Schriever AFB, Colorado Springs, CO and at Redstone Arsenal, Huntsville, AL and the Video Control Centers (VCC) at Redstone Arsenal and Fort Belvoir. The Contractor will provide Tier I, Tier II and Tier III support for VTC Services. For Portal Services, MDA has established the Unclassified MDA Knowledge Online (UMKO) and Classified MDA Knowledge Online (CMKO) environments, which reside on the MS SharePoint/ SQL Server platforms. Currently, both environments are in the process of migrating to the MS SharePoint 2013 solution. The Contractor will develop and maintain MKO governance, application sites, pages, templates, web parts, dashboards, and workflows; establish custom data feeds and application program interfaces; utilize an incremental-development-approach to maintain, enhance, and improve the MKOs. The Contractor will provide Tier II and Tier III support for this and all other collaboration services/applications. For end-user Training Services, the Contractor will prepare, maintain and perform Computer Based Training (CBT), distance training, classroom based and desk side training course materials and applicable tests for user training of customer facing applications (e.g., MS Lync, VTC room operation, SharePoint, Defense Collaboration System (DCS), MS Office Productivity Suite, etc.). The Contractor shall maintain the MKO IT Training site and provide training metrics. 4. Workload Data Reference: Attachment 1 - RECS Workload Data 5. Contractor Requirements - The Contractor must have proven experience in supporting Government-owned video teleconference, telepresence, audio bridging operations, scheduling, engineering, architecture design, multimedia systems programming and integration, systems maintenance, configuration management, change management, procurement, inventory and spares management, life cycle management and related technical documentation and deliverables. - The Contractor must have extensive experience, with the operations and maintenance of video collaboration systems and associated technologies (i.e. Multipoint Control Units, Gateways, Gatekeepers, VCS, Border Controllers, Content Servers, coder/decoders (codecs), etc.) as well as AMX control systems. - The Contractor must have proven experience working with IP networks, and International Telecommunications Union (ITU) H.320, H.323, H.329 and Session Initiation Protocols (SIP) and have knowledge of Defense Information Systems Agency (DISA) video collaboration operation and implementation of Global Video Service. - The Contractor should also have experience with preparing, creating, documenting, implementing and managing information assurance (IA) and cybersecurity processes as it relates to current cybersecurity efforts and programs within the Federal and DoD unclassified, Secret, and Top Secret (SCI/SAP) networks. - The resultant contract will be subject to DFARS 204.73 -- SAFEGUARDING COVERED DEFENSE INFORMATION AND CYBER INCIDENT REPORTING and DFARS SUBPART 239.76-CLOUD COMPUTING. The following provisions and clauses will be applicable: 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls; 252.204-7009, Limitations on the Use or Disclosure of Third-Party Contractor Information; 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting; 252.239-7009, Representation of Use of Cloud Computing; and 252.239-7010, Cloud Computing Services. - Regarding 252.204-7008 and 252.204-7012, MDA desires that contractors implement the security requirements specified by National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, "Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations" (see http://dx.doi.org/10.6028/NIST.SP.800-171), prior to submission of any proposal or as soon as practical, but not later than December 31, 2017. - The Contractor must have an understanding of (experience desired) the Information Technology Infrastructure Library (ITIL) framework and Roles Based Administration (RBA) practices. - The Contractor is required to establish and maintain a staff training and certification program designed to ensure that all employees are current and fully qualified to meet the requirements of their respective positions. Subject training/certification includes, but is not limited to, commercial/industry/vendor and Government related training and certifications. Additionally, the contractor is required to develop and provide operator/user CBT, classroom, and/or "desk side" training for all current and future VTC and collaboration systems and end-user applications. - The Contractor will be required to support and facilitate the MDA's vision of unified communications and portal and data services with a goal of simplifying and optimizing business communications within and external to the agency. Additionally, the contractor will be required to assist in achieving service delivery, procedural, performance and economic efficiencies in operations, maintenance and management of unified communications, teleconferencing, collaboration services and applications. - The Contractor must comply with all applicable regulations, instructions, policies, etc. pertaining to the subject requirements. This includes, but is not limited to workforce certification as outlined in DoD 8570.01-M, Information Assurance Workforce Improvement Program - All contractor personnel must possess a valid Secret Clearance on the first day of the new contract; an interim Secret Clearance is not acceptable. Some efforts will require personnel with a TOP SECRET and the ability to obtain Special Access clearances. - The Contractor will be required to procure software, hardware, maintenance agreements for core equipment and other miscellaneous items. Contractor should have existing or ability to obtain reseller agreements/value added reseller (VAR) agreements with key vendors. - In addition, other required support includes: - Researching new technologies and best business practices related to VTC technologies, telepresence, multimedia design, portal and data services, integration, operations, and architecture and engineering of these services. - Effectively manage and facilitate service requirements across multiple CONUS and OCONUS regions. - Engineering, design, development and implementation of current and future IT system technologies. - Video teleconference and multimedia facilities access control (Contractor will comply with MDA program protection and access control policies). - Comply with DoD and MDA Communications Security (COMSEC) requirements. Manage and control COMSEC user accounts. A contractor COMSEC Responsible Officer (CRO) position is required. 6. Projected Core Support Hours Notional Core Hours: 0730hrs -1830hrs EST, Monday through Friday; the Contractor shall flex the workforce schedule to meet regional service requirements without the use of overtime when possible. - Out of core hour support for special events and scheduled maintenance to include weekends and evenings, with a two hour response time is required. - Surge staffing capabilities above normal support is required for special events and projects. - Select positions will be designated as Mission Critical and support will be required to cover mission critical and/or contingency situations. 7. Responses The information provided in response to this notice will be used for Market Research purposes and may be used to assist in developing the acquisition strategy for this requirement, including determining if a set-aside for small business is appropriate for this requirement. All contractors, including small business concerns, who have the capabilities and qualifications to meet the above requirements are invited to submit to the contracting office a Capability Statement summarizing the corporate strengths, knowledge, skills and abilities in relation to the following criteria: a. Describe the qualifications and capabilities of your company and staff to perform the type of work specified in this notice. b. Describe your company's relevant past/current DoD/Federal and/or commercial experience, of similar magnitude, related to this requirement and include the applicable contract number(s) and expiration date(s). (To include design, programming, build-out, operations, maintenance, scheduling, development of documentation and deliverables, etc.) c. Describe your company's experience in teaming/subcontracting management as a prime contractor. d. Describe your company's "best practices" that apply to the subject requirements. Also, provide suggested applicable metrics suitable for measuring/tracking system and contractor performance. e. Describe your company's management approach in managing staff, retention/replacement, authority, responsibilities, training, and quality control. f. Describe your company's industry related staff training and certification program. g. Describe and define your company's Tier/Level of support structure as it would apply to the above referenced requirements or similar/relevant requirements. h. Describe your company's industry related reseller agreements (COTS and/or Value Added Reseller (VAR), as well as reseller status levels. i. Describe your company's business size and socio-economic status. j. Identify, if any, the firm's applicable Federal Supply Schedule (FSS) and/or General Services Administration (GSA) contract vehicles. k. If considering a teaming/subcontracting arrangement, identify the company's and their small business size status. Segregate this information on the Capability Statement by firm, and indicate if any SB team member/subcontractor is a similarly situated entity as described in the National Defense Authorization Act (NDAA) of 2013, Part IV, Section 1651. l. Specify by name one (1) primary and one (1) alternate Point of Contact (POC) within your company, including the respective telephone numbers and e-mail addresses of those individuals. Responses must be contained within a fifteen (15) page document, excluding a one (1) page cover letter (if desired). Font must be Times Roman, no smaller that size 12; the document may be single spaced. Responses shall be submitted no later than 1 July 2016. The Government will not reimburse any concern for any information that is submitted in response to this notice. Any and all information submitted is voluntary and information shall be unclassified. For the purpose of supplementing the information provided in the written Capability Statements, the MDA may at its discretion, schedule oral presentations with companies that provided the most promising responses.
