- Brand Name Justification COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation document is issued as a request for proposal (RFP). Submit written proposals for RFP number DOL-16OCIOCIONAT-0315. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88 (IV) This acquisition is unrestricted. The associated NAICS code is 334111. The small business size standard is 1,250 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial items: Microsoft Surface USB to Ethernet Adapter 10 EA Mini Display Port to VGA Adapter for Surface Pro10 EA Microsoft Surface Pro 4 Type Cover (Blue) 10 EA Microsoft Surface Dock (Compatible with Surface Book, Surface Pro 4, and Surface Pro 3) 10 EA Microsoft Surface e Pro 4 (256 GB, 8 GB RAM Intel Core i5) 10 EA Delivery shall be within 30 days from the date of award. Period of Performance shall be 12 months from date of Delivery. (VI) Description of requirements is as follows: Microsoft Surface PRO 4: A. Background Information The Office of the Chief Information Officer (OCIO), as part of the ongoing evaluation and testing of new information technology products in the market place has a need to purchase Microsoft Surface PRO 4 tablets for a pilot program for potential use in the DOL network environment. B. Technical Objectives The purpose of this request is to procure Microsoft Surface PRO 4 tablets and peripherals (listed in Section II, Subsection B). I. SERVICES TO BE PERFORMED A. General Requirements The contractor shall independently perform all work and furnish all labor, materials, supplies, equipment, and services (except as otherwise specified in the contract). The provider of information technology shall certify, by submitting a proposal to this acquisition, that: i. All components and applications are fully functional, operate correctly as intended on systems, and meet federal network and security requirements and guidelines. For clarification, hardware and /or components that are used, returned, refurbished, reconditioned or in any state other that ‘new' are not acceptable. ii. All components and applications are authorized by the original manufacturer, covered under the manufacturer's warranties, and entitled to any included support and maintenance agreements. B. Specific Requirements Under this statement of work, the vendor shall provide the items as listed below: Microsoft Surface USB to Ethernet Adapter 10 EA Mini Display Port to VGA Adapter for Surface Pro10 EA Microsoft Surface Pro 4 Type Cover (Blue) 10 EA Microsoft Surface Dock (Compatible with Surface Book, Surface Pro 4, and Surface Pro 3) 10 EA Microsoft Surface e Pro 4 (256 GB, 8 GB RAM Intel Core i5) 10 EA C. Delivery The vendor will verify the complete order, excluding back ordered items, for accuracy before delivering in a single bulk shipment to: U.S. Department of Labor TBD; Room TBD 200 Constitution Avenue, N.W. (IX) The provision at FAR 52.212-2, Evaluation - Commercial Items (OCT 2014), applies to this acquisition. The following evaluation criteria shall be used to evaluate offers: (1) Technical (2) Past Performance (3) Price The lowest price technically acceptable source selection process is applicable to this acquisition. Technical proposals are being evaluated based on personnel qualification and/or educational requirements of proposed personnel. To be technically acceptable offeror must meet qualification(s) in section VI. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (APR 2016), with its proposal. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2015), applies to this acquisition.
