- SPECIAL NOTICE ANNOUNCEMENT for Mounted Machine Gun Optic (MMO) Industry Day OVERVIEW The Project Manager Soldier Weapons (PM SW) will be hosting an MMO Industry Day on 27 June 2016 at The Homeland Defense Technology Center on Snakehill Road in Rockaway, New Jersey. The purpose of the Industry Day is to exchange information to improve Industry's understanding of the Government's MMO Program, and to increase Government knowledge of Industry capabilities. This event is for Government planning purposes only and constitutes a request for exchange of information pursuant to FAR 15.201. This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The Government does not intend to award a contract on the basis of this Industry Day. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. The Government will NOT ACCEPT proposals at this time nor until after a solicitation is posted. NOTE: The Government will not be responsible for any expenses incurred by a vendor's decision to participate in the MMO Industry Day. All travel and other associated costs are to be assumed by the interested vendor. INDUSTRY DAY AGENDA The MMO Industry Day will start at 9:00 am EST on 27 June 2016, with check-in beginning at 8:30 am EST. Industry Day will begin with a general session, and during this session the Government plans to present program overview/objectives. The general session will be followed by one-on-one sessions with interested vendors. Each vendor will be allotted approximately 20 minutes, and will receive a scheduled timeslot when they check in on the morning of 27 June 2016. Vendors should be prepared to present their product capabilities by focusing on the following general areas: Production Capacity/Capability, Reliability, and Physical Characteristics in relation to the below performance parameters. • Accuracy: Enables qualified gunners firing to host weapons from a vehicle mounted platform to achieve: - M240: o First burst P(h) equal to or greater than the baseline configuration of the M145 MGO at ranges out to 1000 meters. - M2/M2A1: o First burst P(h) equal to or greater than the baseline configuration of iron sights at ranges out to 1000 meters. - MK19: o First burst P(h) equal to or greater than the host weapon baseline configuration of iron sights at 1500 meters against stationary vehicle targets with a three to five round burst. • Magnification: - Selectable or variable magnification that provides the soldier with the capability to quickly and efficiently switch from a 1x viewing window to a magnified optic while maintaining control of the host weapon - Magnification will provide gunners with the ability to recognize two personnel sized targets at ≤1100 meters • Target Acquisition Time: - Enables gunner to acquire and effectively engage multiple targets at ranges ≤ 1000 meters faster than the current baseline configuration (see "Accuracy", above, for baselines). • Mounting: Capable of mounting on the MIL-STD-1913 rail • Zero Retention: - The MMO's zero retention shall not exceed four minutes of arc (MOA) from original zero after burst firing from the platform weapon. • Zero Repeatability: - The MMO's zero repeatability shall not exceed five MOA from original zero when detaching and reattaching the optic to the same host weapon and rail location. • Parallax: - For a target at 500 meters, parallax (apparent motion of the reticle with respect to the target), when viewed by moving the eye horizontally across the exit aperture of the sight, shall not exceed 0.5 mils. • Power: - Single commercially available battery compliant with CECOM's preferred power list - The battery must be replaceable without using tools, removing the sight from the weapon, or affecting zeroing/sight alignment - 96 hours of continuous operations without replacing the battery • Aiming System: - The aiming system within the optic shall have a reference aim point that allows the user the ability to adjust their point of aim based on a ballistic solution of the M240 and M2/M2A and the MK 19. - The aiming system within the optic shall include an adjustable brightness setting for use with image intensified (I2) devices on the low end and in full sun brightness on the high end. - The aiming system within the optic shall have a milliradian scale or additional reticle that will assist users in azimuth, elevation, estimating range and engaging targets at various ranges. - The MMO shall not inhibit the independent use of iron sights once the MMO is removed. • Zero: Without the use of special tools, the MMO shall have the capability to bore sight to the host weapon using the existing laser bore light, and zeroed using standard zeroing procedures • Surfaces: - The body of the MMO shall be a rough, dull, not-reflective tan and/or flat dark earth coating/finish. Examples include but are not limited to 499 Tan, FED-STD-595 Color #20460, 33522, and 36451. - Finish of the sight shall not be affected by normal decontamination procedures - The coating/finish shall prevent corrosion in all environments and weather conditions to include marine, high humidity, rain, and desert conditions. • Environmental Requirements: The MMO shall survive in operational military environments in accordance with MIL-STD-810G • Operational Temperature: The MMO shall remain operational, with no evidence of damage or performance degradation while being exposed to the following temperatures. All optical properties shall remain in accordance with the above requirements while being exposed to these temperatures. MMO will additionally exhibit no zero drift in these temperatures. a. -40°C to 49°C • Storage Temperature: The MMO shall remain operational, with no evidence of damage or performance degradation after being exposed to the following temperature. All optical properties shall remain in accordance with the above requirements after being exposed to these temperatures. MMO will additionally exhibit no zero drift after being exposed to these temperatures. a. -51°C to 71°C • Watertightness: The MMO shall show no evidence of leakage when submerged in water to a minimum depth of 1 meter for a one hour period. No moisture of fogging shall be observed. All optical properties shall remain in accordance with the above requirements after being submerged. MMO will additionally exhibit no zero drift after being submerged. • Sealing: All internal optical areas of the MMO shall be purged with dry nitrogen. The sight unit shall be sealed such that the interior is moisture-free after purging. The sight shall remain sealed when subject to a maximum pressure of negative (-) 5.4 pounds per square inch gage for eight hours The unit must be a Non-Developmental-Item (NDI) or a Commercial-Off-The-Shelf (COTS) item. The MMO shall be ready to use without modification to the host weapon configurations, and shall not degrade the weapons' performance. Information for products that require minimal modification may also be provided. Acceptable presentation methods include, but are not limited to, PowerPoint presentations, hardware demonstration (NO LIVE AMMUNITION), videos, brochures, etc. Any electronic media must be on a CD/DVD. No USB flash drives are permitted. Written questions to be answered at the industry day may be submitted via email to michael.a.mannarino10.civ@mail.mil (must be received no later than 24 hours in advance), or at the industry day using index cards available on site. Follow up questions to the industry may be submitted only via email to michael.a.mannarino10.civ@mail.mil. The cut-off date for follow up questions is July 15, 2016. All vendor information will be treated confidentially and discreetly. No cameras, tape recorders or other reproduction devices will be allowed. Vendor hardware is permitted for non-firing demonstration purposes only. NO LIVE AMMUNITION IS ALLOWED ON THE PREMISES. REGISTRATION INSTRUCTIONS Due to limited space and time, ONLY primary contractors/firearms manufacturers will be permitted to attend. No more than three (3) representatives may attend from each company. This restriction will be strictly enforced. All registrants must provide a Government issued photo identification at check-in. INTERESTED PARTICIPANTS MUST REGISTER NO LATER THAN 13 June 2016. Registrants will present in the one-on-one sessions in a first-come first-serve order based on registration responses to this announcement. Projectors with video cable connections will be available to display one-on-one presentations. Vendors must bring their own laptops to utilize this capability. CDs/DVDs of presentations may be kept by the Government at the vendor's discretion. Vendors shall exclude any Proprietary information in any printed or digital media released to the Govt. Registrants shall contact Michael Mannarino, Contract Specialist, via email michael.a.mannarino10.civ@mail.mil. Interested vendors should include the following details in the registration email: company name; CAGE code; names of each of the up to three (3) representatives who will attend the Industry Day; and the nationality of each attendee. IF BRINGING FIREARMS FOR NON-FIRING DEMONSTRATION REGISTRANTS MUST PROVIDE MAKE, MODEL AND SERIAL NUMBER FOR EACH FIREARM AT TIME OF REGISTRATION. NOTE: Foreign individuals will need to be approved and comply with all instructions determined by the Army Contracting Command Foreign Disclosure Officer. Any request for a substitution of personnel or updates to the hardware list must be received no later than 24 hours in advance of the scheduled Industry Day and is subject to approval by the U.S. Government.
