Description

Notice of Intent The National Technical Information Services (NTIS) intends to negotiate, on a sole source basis, under authority of FAR 13.106(b)(1), with The Media Services Group Ltd (MSGL) of Los Angeles, CA for the procurement of ELAN software and technical support used by NTIS. The procurement has a base period of performance of 3 months with an option for 3 additional months which will allow the Government to review their requirements and develop an acquisition plan for a follow procurement. MSGL is the sole contractor authorized to provide the licenses and respective support to NTIS based upon the following: MSGL developed and implemented the software over a 5-year period no other vendor has the capability to be fully productive over the base period of this action. Further the licenses that require maintenance and technical support are proprietary to MSGL. A disruption of this requirement would significantly impact the operations and mission of the NTIS Chief Information Office and Chief Financial Officer. The North American Industry Classification System (NAICS) code for this acquisition is 541511, with a size standard of $27.5M. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by 13 June, 2016 will be considered by the Government.
