Description
This is a Sources Sought notice. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This Sources Sought is a market research tool being utilized to determine the availability of qualified small business concerns prior to issuing a Request for Proposal. This Sources Sought is being issued to determine 8(a) small business capability and interest to perform a planned Multiple Award Construction Contract (MACC). This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All responses will be provided by an e-mail response. No presentations will be scheduled. In accordance with the Federal Acquisition Regulation 5.2, Indian Health Services is conducting a Sources Sought notice for maintenance and repair from small business construction firms with interest and current relevant qualifications, experience, personnel, and capability to perform the work described below at various facilities serviced by IHS. Work will be performed at various locations including, but not limited to: Washington, Oregon, Utah, Idaho, Montana, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, Arizona, Wyoming and any other location that is in the Division of Engineering Services area of responsibility. The North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, with a Small Business Size Standard of $36.5 million. The contract is planned as an indefinite delivery, indefinite quantity 8(a) competitive MACC with a base year and four option years. The Government estimates that a maximum of four construction firms will be awarded a contract. The planned maximum ordering capacity of all contracts is not-to-exceed $20 million over the life of the contracts, or five years, whichever comes first, assuming that all option years are exercised. Task orders will be issued as firm-fixed-price with a minimum value of $25,000.00 each and a maximum of $5 million each. Two items that the offerors need to be aware of are: 1)Notice see HHSAR 352.270-2 Indian Preference (Apr 1994) 2)TERO fees or Tribal Taxes The work covered by this planned contract consists of: It is the intention of IHS to seek to obtain construction, repair, alteration and maintenance services by means of a fixed price Indefinite Delivery-Indefinite Quantity Task Order contract for the work to be specified in individual Task Orders issued hereunder. They may provide basic repair, alteration, for renovation, alteration, demolition and repair work of facilities. Types of projects include, but are not limited to: commercial and institutional facilities, administrative facilities, housing facilities, dining facilities, parking facilities, environmental facilities, child care centers, lodges, recreational/fitness centers, training facilities, warehouses, offices, community centers, medical facilities, fire stations, auditoriums. It is anticipated that each firm awarded a contract will have to have a minimum bonding capacity of $2 million per project and $10 million aggregate. Interested small businesses are invited to respond to this sources sought by providing the below information. The written response to this notice should consist of the following items: a. Company Name. b. Company DUNS number. c. Company point of contact, mailing address, telephone and fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representative's e. Date submitted. f. Type of Company: 8(a) as validated via the System for Award Management (SAM). All respondents should register on the SAM located at https://www.sam.gov/portal/SAM/#1. g. Provide 3 sample project with award amount ranging from $25,000.00 to 5 Million. On each of the sample state the following: 1.Was your firm the prime? 2.What percentage of the work did your firm complete? 3.What type of work was it? Sample projects completed within the past five years are considered more relevant than projects completed more than five years ago. Sample projects with federal, state, or local Government, and/or commercial customers will be accepted. Respondents will NOT be notified individually of the results of the sources sought. Important Notice: It should be clearly understood that this Sources Sought notice is not an award or commitment by the Government. The offeror is further advised that funding may not become available. If funds are not available, no award will be made. The offeror will not be reimbursed for any/all effort or submission preparation costs. Responses to this sources sought are requested no later than 14 July 2016.
