This is a Draft Request for Proposal (RFP) for Passive Radio Frequency Identification (pRFID) commercial services and supplies. It does NOT constitute a final RFP, or serve to bind the United States Government (USG) in anyway. The USG is not utilizing this document to negotiate or solicit offers. NO OFFERS ARE REQUESTED AT THIS TIME. This Draft RFP does not constitute a guarantee of a future RFP or requirement. It should not be assumed that the information contained herein will be representative of the final RFP. Offerors will not be reimbursed for costs associated with reviewing and preparing comments in response to either this Draft RFP or the final RFP. 2. Army Contracting Command-Rock Island (ACC-RI) is seeking industry comment and feedback on this Draft RFP regarding the procurement of pRFID hardware, software, documentation, and incidental services to authorized users worldwide. Incidental services include site surveys, installation, training, warranty and maintenance services, and technical engineering services (TES). It is the USG's intent that, to the maximum extent practicable, and if in the best interests of the USG, all comments received will be taken into consideration for possible incorporation into the Final RFP. It is preferred that only one set of questions be submitted by each Offeror instead of multiple sets of questions. 3. The Government plans to award one decentralized Indefinite Delivery-Indefinite Quantity (IDIQ) contract. The planned IDIQ award will be for a five (5) year base ordering period. PROPOSALS SHALL NOT BE SUBMITTED IN RESPONSE TO THIS DRAFT RFP. ANY REQUEST FOR PROPOSALS WILL BE RELEASED AT A LATER DATE. THE RFP, WHEN RELEASED, MAY BE SUBSTANTIALLY DIFFERENT BASED ON CHANGES MADE IN RESPONSE TO FEEDBACK. IT IS THE OFFERORS RESPONSIBILITY TO MONITOR THE FEDERAL BUSINESS OPPORTUNITIES WEB PAGE (FBO) AT: http://www.fbo.gov FOR THE RELEASE OF ANY SOLICITATION AND ANY SOLICITATION AMENDMENTS. 4. Comments regarding this Draft RFP are due to the below individuals, via electronic mail, no later than 17 June 2016 at Noon (Central Time). Tim Volkert, contract specialist: timothy.w.volkert.civ@mail.mil Amanda Struve, contracting officer: amanda.k.struve.civ@mail.mil Comments shall be submitted electronically via email in Microsoft Excel spreadsheet format (Microsoft Office Excel 2007 compatible) and addressed to the contracting officer and contract specialist. Each comment shall be entered in a separate row; insert additional rows as needed. Use Times New Roman, 12-pitch font. Each comment shall identify the section of the solicitation pertaining to the comment (i.e. Draft RFP section, title name, page number, etc). When submitting comments, ensure that your company name appears in the file name. 5. When responding with comments to this Draft RFP, please also address the following questions: a. Is providing estimated quantities in pricing documents useful for your proposal-development process? b. If providing estimates is not of value in determining pricing, is there a method of providing information about estimated quantities that would be beneficial?
