- Salient Characteristics Listing Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) using FAR Part 12, Acquisition of Commercial Items; the Solicitation number is W52P1J-16-T-ST11. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The NAICS code for this procurement is 336212; the small business size standard is 1,000 employees. The Product Service Code is 2330. The Small Business Administration has issued a Class Waiver to the Non-Manufacturing Rule (NMR) for FSC 2330/NAICS 336212, as listed on the Class Waiver List dated January 1, 2015. Offerors must be registered within the System for Award Management (SAM) database in order to receive an award against this Solicitation. The website for SAM is https://www.sam.gov/. DESCRIPTION OF REQUIREMENT This solicitation is issued for the following: 8 each Semi Flatbed Trailers, in accordance with the Salient Characteristics Listing at Attachment 0001 TYPE OF ACQUISITION AND CONTRACT This acquisition is issued as 100% Small Business Set-Aside. The Army Contracting Command-Rock Island (ACC-RI) intends to award a Firm Fixed Price Contract. DELIVERY and LOCATION The Delivery Date is 180 days after date of award. Early delivery is allowable. Delivery shall be FOB Destination to: Crane Army Ammunition Activity 300 Highway 361, Crane Indiana 47522-5001 QUOTE SUBMISSION REQUIREMENTS The following shall be submitted in response to this solicitation: (1) Quote (Offered Price) for 8 each Semi Flatbed Trailers in accordance with the Salient Characteristics at Attachment 0001 (2) Company Name/CAGE Code/DUNS number (3) Point of contact (Name/Title/phone number/email address) (4) Completed Salient Characteristics Listing at Attachment 0001. Note: Offerors shall enter Yes or NO within column 3 for each listed characteristic, to indicate whether their offered item meets the specification. Additionally, offerors shall enter specific measurements/information within column 4, under the ADDITIONAL DETAILS heading, where indicated (for Characteristics Number 2, 3, and 12). Inconsistencies on the completed Salient Characteristics Listing may result in the quote being deemed noncompliant with the Solicitation requirements. (5) Product Literature detailing the specifications of the offered item, sufficient to demonstrate compliance with the Salient Characteristics at Attachment 0001. (6) Completed Clauses as follows (at Attachment 0002): (a) DFARS 252.225-7020, Trade Agreements Certificate-Basic (b) FAR 52.225-2, Buy American Certificate Inconsistencies between the completed Salient Characteristics listing and product literature/specifications may render the offeror's quote noncompliant with the Solicitation requirements. Failure to provide the completed Salient Characteristics Listing and/or the Product Literature specifications may render the offeror's quote noncompliant with the Solicitation requirements. In accordance with FAR 12.602, Streamlined evaluation procedures will be utilized for this procurement. Award will be made on price only to the low price offeror who is determined to be responsible and who is compliant with all the requirements of this Solicitation, to include submission of all items listed under the Quote Submission Requirements heading. Award will be made on a Firm Fixed Price basis.
