- This is a Sources Sought synopsis only and not a pre-solicitation notice. Pursuant to FAR Part 10, Market Research, this survey is to determine the availability and capability of potential commercial sources to provide the product requirements as specified in the Product Description below. There is no set-aside determination at this time; however, the National Park Service is contemplating setting this acquisition aside for Small Businesses if there is sufficient demonstrated interest and capability from small businesses to fulfill the product requirement. This Sources Sought Notice is neither a request for quotes nor a solicitation of offers; nor does it represent a promise to issue an RFQ or RFP in the future. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is possible for the Government. Responses to this Sources Sought are not quotes or offers and cannot be accepted by the Government to form a binding contract. Please be advised the Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated will be solely at the responding party's expense. All submissions become Government property and will not be returned. Not responding to this Sources Sought does not preclude participation in any future RFQ, if one should be issued. Your response must provide clear and concise documentation which evidences the respondent's bona fide capability to provide these services. The respondent must provide: 1) A capability statement that addresses the respondent's/organization's ability to provide the services described in the Product description below. 2) Include a minimum of three customer references to who you've provided similar products in the past. Include contacts' names, phone numbers, email addresses and description of services provided. 3) Responses should contain the Respondent's Company Name, Address, Point of Contact, DUNS Number, Cage Code, Phone Number, Email Address, a statement as to whether your company is domestic or foreign owned, and size of business pursuant to NAICS Code 541370 (small business size standard $15 million). 4) All proprietary information that is not to be disseminated in follow-on Government documents must be clearly identified in the respondent's response. Since this is a Sources Sought Announcement only, its results will not be issued to the respondents. PRODUCT DESCRIPTION: Olympic National Park biologists are assessing native fish populations in the South Fork Hoh River through riverscape surveys that spatially map fish species and habitat from the headwaters to the river mouth during summer, 2016. The need is to obtain concurrent 360 degree panoramic camera imagery from a water vessel including water quality (pH, Dissolved Oxygen, water temperature, and sonar data from the South Fork Hoh River. The data and photographs must be collected simultaneously and synchronized with accurate georeferenced location information. This technology, combined with detailed fish and habitat mapping conducted by park fisheries biologists, will create panoramic imagery above and below the water similar to Goggle street-view. The intended use is to provide tools for extracting, indexing, and analyzing data to better understand fish populations and key habitat features in the South Fork Hoh River. Additionally, the information will be disseminated and communicated to the public via a virtual tour of the river. Services must meet following criteria: 1) Continuous surface-level panoramic imagery that is HD resolution or better; 2) Zoom capability that will enable identification of riverine vegetation; 3) Integrated, Geo-Tagged Sub-surface imagery captured simultaneously with surface-level panoramic images; 4) Embedded tools that enable moving up and down the river with sequential image-to-image & rapid navigation from the surface level; 5) Integrated aquatic data access, upload and presentation; 6) Feature tagging that allows Geo-Tagging of fish and habitat; 7) Web-based delivery to desktop and mobile devices, with the ability to present virtually.
