- USAID/Mozambique is looking for a U.S Personal Services Contractor (USPSC) to fill the position of Family Planning and Gender Advisor in the Integrated Health Office (IHO). The Family Planning and Gender Advisor will be located in the USAID/Mozambique office in Maputo. The primary purpose of this position is to play an advisory role to the Integrated Health Office and the PEPFAR Interagency team around issues pertaining to family planning and reproductive health, gender, and FP/HIV integration. The Advisor will report directly to the MCH and FP Team Lead, and will work under the overall guidance of the Ending Preventable Child and Maternal Deaths Division Chief. The Advisor will work closely with all members of the MCH and FP Team, in particular, the FSN FP Specialist and the FSN MCH and FP Specialist, who also support RH/FP and FP/HIV integration activities. The Family Planning and Gender Advisor will liaise with FP/RH, FP/HIV Integration and Gender backstops at USAID/Washington and with Office of the Global AIDS Coordinator. In country, the Family Planning and Gender Advisor will liaise with counterparts within the Ministry of Health and other key line ministries, a wide-range of civil society and private organizations, other donor and international organizations (e.g. United Nations Population Fund), and other USG entities working in health in Mozambique. The Family Planning and Gender Advisor must have strong technical knowledge and experience in FP/RH, FP/HIV Integration and Gender programming, including a thorough understanding of evidence-based interventions, monitoring and evaluation, and program design and implementation. The Advisor must also possess a solid understanding of the social, economic, and cultural determinants that affect HIV/AIDS and FP/RH programs in Africa, such as, for example, gender dynamics, intimate partner violence, and early marriage. The Advisor must have the experience and skills required to help formulate the USG position on Gender, RH/FP, and FP/HIV Integration and support important policy decisions as a key representative of USAID/Mozambique. The Family Planning and Gender Advisor must possess exceptional communication skills and the ability to function independently in a complex, highly demanding, and frequently changing environment. While much of the work with the Government of Mozambique and other relevant stakeholders is of a collaborative nature, the Family Planning and Gender Advisor must also be able to make convincing arguments to senior level representatives within the MOH, and among other donors and USG agencies and build consensus around various approaches to addressing FP/RH and FP/HIV integration needs in Mozambique, with a lens around gender equity and empowerment. The Family Planning and Gender Advisor will be responsible for providing oversight for several large USAID awards and must have experience managing and working with USAID-supported contracts, grants, and cooperative agreements. The Advisor will provide managerial oversight and technical advice to support the implementation of a variety of FP/RH and HIV/AIDS-related awards that comprise a combination of bilateral awards and buy-ins (field support) to USAID/Washington s Global Health Bureau awards. In addition, the Advisor will provide support to USAID/Mozambique implementation of activities related to the PEPFAR DREAMS Initiative.
