SOW Draft for Radar Altimeter B-2 Radar Altimeter NSN 5841-01-319-1380FW This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for performing developmental engineering work on the Radar Altimeter for the B-2 Aircraft for use by United States Air Force (USAF) personnel. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: Below is a document containing a description of the Radar Altimeter requirement and a Contractor Capability Survey, which allows you to provide your company's capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Identify any areas of work that your organization believes should be broken out exclusively for Small Business. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. A Scope of Work (SOW) has been attached to this SSS in order to provide a better understanding of the level of work this effort will require. Note: The attached SOW is a DRAFT copy, and is provided for informational purposes only. The DRAFT SOW will not serve as the final SOW for this project. •5. B-2 Aircraft Radar Altimeter NSN 5841-01-319-1380FW PURPOSE/DESCRIPTION The Government is seeking sources that are capable of performing reverse and developmental engineering work on aircraft modules used on the B-2 aircraft - specifically the B-2 Radar Altimeter (Part Number: HG7170AB01 and NSN: 5841-01-319-1380FW). The Government will use this information to determine the best future acquisition strategy for this procurement. This project will include working with classified documents and will all associate vendors to have B-2 security clearance. In addition to the design work, one (1) prototype will be developed and tested. This testing will include integration testing, ground testing, and flight testing. The Radar Altimeter contains all the circuitry required to generate and transmit energy via the transmit antenna, receive and process the energy returned from the surface below via the receive antenna, and supply the required radar altitude and warning signals to other avionic equipment. Also included in the receiver-transmitter is comprehensive continuous and interpretive self-test circuitry to assure proper performance and to facilitate maintenance. The Radar Altimeter is a precision instrument designed to accurately measure the height of an aircraft flying above some terrain, using radar to transmit a pulse and measure the time between the transmitted pulse and the received echo. This timing information is converted into digital altitude information and made available to other aircraft systems via the data bus. The Radar Altimeter is designed to provide accurate altitude readings from 0-5000ft. CONTRACTOR CAPABILITY SURVEY B-2 Aircraft Radar Altimeter NSN 5841-01-319-1380FW Part I. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9001, AS9100, etc.) Describe your company's capabilities for generating, handling, processing and storing classified material and data or how the plan for how to establish these capabilities. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals. Identify what software programs are utilized to generate these data products and what formats are available for delivered items. Describe your company's capability to obtain or manufacture molds/tooling. Also, provide information on your type of molding process. Describe how your company will get access to the required B-2 security clearance required for this effort and how your facilities meet B-2 security clearance requirements. •B. Describe your capabilities and experience in managing software development projects, including subcontractor involvement. Include any experience in project planning, work breakdown structures, resource allocations, schedule tracking, risk analysis and cost management. •D. Services Questions Describe your services capabilities and experience with regard to the requirements of this effort. Describe your capabilities and experience in developing/modifying procedures. Include associated upgrade of technical orders and preparation of new technical orders. Describe your process for maintaining inventory records and reporting on hand/work-in-process balance and manufacturing status to your customer as required. How will your organization address the absence of drawings, specifications, technical data, test procedures, etc. If your company can not perform the entirety of the requirement what part could or would your company be able to perform. Provide specific info on what could be broken out for your company's performance.
