Description
The NAVSUP Fleet Logistics Center San Diego intends to award a Sole Source Hybrid Cost/Firm Fixed Price type contract in accordance with FAR 15 to BRZ, Inc., a Veteran Owned Small Business located at 101 Devant St. STE 202, Fayetteville, GA, 30214. The Government intends to solicit and negotiate with only one source under the authority of 10 USC 2304 (c) (1) as cited in Far 6.302-1 due to data and patents owned by the company. This contract will be for one base year and four option years. The applicable NAICS: 541511, business size is $27,500,000. This Notice of Intent is not a request for competitive quotes. This contract will be for Pulse+ © software licenses. In addition, the contractor will be providing support as OEM to initiate software programming and testing of the Pulse+ © software, which will serve to aid in maintaining self-reported human error within CNAF. Any contractor challenging this sole source procurement shall email the Contract Specialist at jose.l.gomez1@navy.mil and site Request For Proposal (RFP) number N00244-16-R-0038. In addition, the challenging contractor shall provide proof that it has legal access to the source code(s), has the capability of manipulating the code of the Pulse+ © software and maintains the proper third party to perform comprehensive software maintenance and can transfer rights to the department of the Navy. A simple statement that the contractor maintains the proper license may not receive a response and will not be considered. All responses are required to be accompanied by the proper documentation specified under DFARS 252.227-7017. No telephone responses. Responses must include company name, address, POC name, telephone number, CAGE Code, DUNS, and applicable business size. Responses are due by 23 June 2016 via email to the Contract Specialist. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
