Description
The U.S. Department of Transportation Volpe National Transportation Systems Center (Volpe Center) intends to conduct negotiations by soliciting from a single source under the authority of FAR Subpart 13.106-1(b) in anticipation of awarding a purchase order to Aerodyne Research Incorporated (ARI), 45 Manning Road, Billerica, MA. The order will be for services studying Particulate Matter (PM) standard metrics and aviation impacts. Specific tasks to be done by the contractor include development and maintenance of a PM values database, data analysis of various engine thrust points to derive emissions, and quality label measurement uncertainties data, metric values, correlation parameters and evaluation points development. ARI is a participant in the Federal Aviation Administration's Center of Excellence for Alternative Jet Fuels and Environment (ASCENT) and has assisted the Volpe Center, a member of ASCENT, for over 10 years with emissions modeling research work. For this study the use of a computation methodology for inorganic pollutant plumes from jet engines will be used. ARI has developed Aerosol Dynamics Simulation Code and Cavity Attenuated Phase Shift PM mass measurement system methodologies that the Government has determined are vital to utilize for success in this study. This is why the Government intends to solicit and negotiate with them only. There is currently no quotation document available for this acquisition. As this procurement is for a simplified purchase under the authority of FAR Part 13, interested parties shall make inquiries and/or provide capability information to the contact point shown in this notice within three (3) calendar days after publication of this announcement, or by 1600 hours Eastern Time on 10 Jun 16. All timely responses received will be considered by the Government, however, a decision to compete this requirement or not is solely within the Government's discretion. Businesses will not be reimbursed for any costs associated with information submitted in response to this announcement.
